Summary
If so, then we would like to hear from you!
The Rural Payments Agency (RPA) is an executive agency of the UK Department for Environment, Food and Rural Affairs (Defra), delivering over £2 billion in payments to farmers, traders and landowners each year.
We are an Operational Delivery Profession organisation, with the majority of our people delivering day to day services to our customers and stakeholders.
We make excellent delivery happen, empowering agricultural and rural communities to create a better space to live.
We manage over 40 schemes, and also make payments on behalf of Natural England, to ensure we have a healthy rural economy, strong and sustainable rural communities, and to protect and enhance the natural environment.
Our vision is to create a great place for people living in this country. We have developed a set of four strategic objectives covering our policy outcomes and corporate objectives. These objectives help us to deliver our ambitious vision to build our green and healthy future and provide a framework for all of the important work that we carry out.
Further information can be found on the Rural Payments Agency website: www.rpa.gov.uk.
The Intelligent Client Function in Rural Payments Agency (RPA) is expanding its capability to support the delivery of IT changes/initiatives that are critical to ensure our technology is up to date and in line with the government’s digital vision for the future. The Intelligent Client Team Manager role sits in RPAs Business Transformation directorate. You will report directly to one of the Intelligent Client Grade 7 Leads or Senior Executive Officer (SEO) Managers and work with the rest of the Intelligent Client team.
You will support and form a crucial relationship with DEFRA’s Digital Data & Technology Service (DDTS). The role will proactively develop strong working partnerships across DDTS, working directing with DDTS’ business relationship managers in order to facilitate a focus on high quality outcomes and services from our IT delivery partner.
The role will contribute to influencing IT change that will have a direct impact on the future of agriculture and the country’s rural economy and will be at the heart of a major cultural transformation within the RPA. It will also be key in driving forward the Business as usual (BAU) IT service provision to support the day to day running of IT services required to deliver RPAs business. There may be line management responsibilities with this role.
Business delivery/outcomes:
- proactively drive collaboration between technology and delivery, in particular working closely with colleagues in DDTS and supporting stakeholders across the organisation to help facilitate and embed relationships
- support the documentation of an agreed BAU IT Service Provision for RPA including the development of a technical roadmap and ongoing iterations
- support ongoing IT related sessions with DDTS colleagues, including IT Surgeries
- working with the DDTS relationship managers in supporting all IT changes that will impact on RPAs applications/systems, in particular changes to services from future transformations e.g. Future Farming Programme and DDTS led programmes
- co-ordinate and analyse information to feed into strategic business plans relating to IT changes
- draft information to feed into central communications relating to IT upgrades/changes
- co-ordinate IT issues in one place, tracking and updating on progress, highlighting to the Intelligent Client Lead risks/issues that need attention
- build on BAU IT service provision, supporting the review of DDTS and RPA processes to enable better alignment e.g. change management processes
- support in the translation of technology and digital roadmaps into meaningful user focus outcomes, working closely with colleagues across RPA to ensure they will meet needs
- promote and share best practice relating to organisational learning both internally within RPA, across Defra and delivery bodies, wider government and private sector
- support the recommendations coming out of audit reviews to ensure appropriate actions are taken forward in RPA which are aligned and follow data protection regulations (GDPR)
