West Lothian Council, is a leading local authority with a proven track record of innovation, performance and achievement. We are looking to appoint an experienced professional to the post of Governance Manager and Monitoring Officer.

Reporting directly to the Chief Executive, and as a member of the council’s Corporate Management Team, you will contribute to the development and planning of the council’s overall strategic objectives with a particular emphasis on ensuring that there is effective governance and controls to enable the formulation and implementation of lawful, relevant and effective policy, sound decision-making and efficient service delivery.

The Monitoring Officer is a statutory appointment and the Standards Commission Scotland have created an Advice Note which provides an outline of a Monitoring Officer’s role and responsibilities within the ethical standards framework. You will have detailed knowledge of the law and practice relating to local authority administration and an excellent understanding of local government functions, powers and duties.

You must also hold a current practicing certificate from the Law Society of Scotland.
