Here is an insight to the Pensions Dashboard Programme:

Pensions dashboards will enable people to access key information about all of their UK pensions, private and State, in one place online, revolutionising how people engage with their pensions throughout their lives. Enabling the delivery of pensions dashboards will require up to 52m adults in the UK to be connected with up to around 43,000 pension providers and schemes to search for their pensions.

Development work by industry has already taken place, as a concept. The goal is now to turn it into a delivery solution for the benefit of UK citizens. MaPS has created a Pensions Dashboards Programme (PDP) which will be responsible for delivering the digital architecture and governance framework that will allow multiple parties to be connected as part of the pension’s dashboards ecosystem. This hugely significant development has the potential to improve the financial wellbeing of millions of people.

The programme is comprised of an Industry Steering Group and a supporting Programme team within MaPS. The Programme is working in close partnership with DWP, TPR and FCA who all have related delivery responsibilities. Industry has had, and will continue to have, a crucial role to play in designing and developing the necessary components to make pensions dashboards possible.

The Commercial Officer will report directly to Commercial Lead. In this role you will be responsible for the following;

  • Working with and influencing stakeholders’, including Operational Contract Manager(s), delivery teams, supporting functions and supplier(s) to ensure good working practices and delivery of value improvements within the remit of your role.
  • Commercial management of the PDP associated contracts (strategic and non-strategic), including:
    • working in collaboration with the Commercial Lead, ‘business side’ Operational Contract Manager(s) and Delivery Manager(s) to monitor and manage supplier performance, improvement plans and management of payment in accordance with the agreed contract(s) obligations and Service Level Agreements (SLA’s);
    • managing of contract(s) using commercial systems (e.g. Atamis) and producing relevant commercial management reporting information for leadership team;
    • supporting the capture and management of commercial risks and opportunities;
    • initial point of contact for queries relating to the contract(s) and escalating to Senior Category lead when appropriate;
    • supporting the Commercial Lead in the management and negotiation of complex contract variations;
    • leading the management and negotiation of non-complex variations (including drafting of agreements with inputs from relevant stakeholders) to ensure they are fit for purpose and achieve value for money (VfM).
  • Support the Commercial Lead in undertaking complex procurement activity and leading the end-to-end undertaking of non-complex procurement activity including:
    • working with stakeholders to develop requirements, analyse procurement options, providing commercial recommendations using appropriate procurement strategies and plans;
    • undertaking pre-market engagement, production of tender documentation and evaluation process using standard esourcing tools (e.g. Atamis and Crown Commercial Services);
    • drafting agreements, ensuring they are fit for purpose, working closely with the Commercial Lead to ensure agreements incorporate best practice contract and supplier management, seeking legal advice where required;
    • maintain procurement pipeline and supplier database using standard commercial tools (e.g. Atamis).
  • Manage and deliver all commercial activity effectively and in accordance with Procurement Directives and HMG procurement policies, manage and mitigate financial, legal, commercial, operational and reputational risks.

You will need to demonstrate the following skills and experience;

  • Experience of commercial management of suppliers and contracts, including negotiation and performance management.
  • Experience of undertaking procurement activity, including drafting procurement documents and agreements.
  • Strong relationship management, communication and interpersonal skills, with a demonstrable ability to work collaboratively.
  • In depth knowledge and experience of the complete procurement and contract management cycle.
  • In depth knowledge and experience of public procurement regulations and practices.
  • Proficient with all standard MS Office applications.
  • A member of the Chartered Institute of Procurement & Supply.
