Summary


A unique opportunity has arisen to appoint a Medical Workforce Manager within the Human Resources Department at Chelsea & Westminster Hospital NHS Foundation Trust.



The post holder will report to the Head of Medical Workforce and will be responsible for the operational management of the Medical Workforce team within the Human Resources Department. They will work with the Head of Medical Workforce to provide an efficient, streamlined and effective medical workforce service. The post holder will be forward thinking, pro-active and take an evidence based approach, working with senior Trust leaders and across the wider HR team.



The post holder will also be expected to work in collaboration with a second Medical Workforce Manager.



Post holders are expected to provide cross cover for each other as required.



On site working will be required.
• The management of training grade rotations to the trust and other host trusts with whom the trust has a memorandum of understanding as a lead employer
• The post holder will be the principle point of liaison with Health Education England (HEE) and the contact for rotational grids for all trainee doctors
• Responsible for providing advice and support to management on the employment of doctors in training, training rotations, rota design in line with the junior doctors TCS

· Along with the Medical Workforce Manager – System, responsibility for ensuring the Allocate e-job planning, e-appraisal and e-revalidation systems are maintained accurately

· Driving forward a best in class end to end recruitment and attraction agenda and empowering our employer brand; undertaking a whole system view on key initiatives

· Leading and directing the development and implementation of agreed clinical recruitment programmes on behalf of the Trust.

· Leading and directing the development and implementation of a Trust wide Certificate of Eligibility for Specialist Registration (CESR) programme to assist with the development and retention of medical staff

Management of the Junior Doctors Contract
• The post holders will be responsible for managing the Trust’s trainee doctor’s rotations to ensure the provision of a streamlined and efficient service.
• The post holder will be the Trust’s main point of liaison with Health Education England (HEE) and the contact for rotational grids for all trainee doctors. This includes:
• • Validation of posts
• Checking position and post numbers against establishment lists
• Electronic processing of electronic interfaces
• Onward distribution of information to service lines, medical education, other medical workforce colleagues and medical recruitment officers to start pre-employment processes
• Ensuring all on boarding and pre-employment checks is carried out in line with Trust procedures and the requirements of HEE, and the General Medical Council (GMC).
• Managing the payroll notification process for doctors rotating between posts in the organisation and informing service lines, medical education and medical workforce colleagues of changes
• Terminating the contracts of those trainees identified as leaving the organisation
• Managing and providing advice for maternity leave / flexible trainees and OOPEs.
• Managing the information flow to and from host employers engaged under the memorandum of understanding for lead employer purposes
• Managing the information flow to doctors in training.
• Managing the information flow to the HEE with regard to doctors in training.



· The post holders will be responsible for managing the Band 5 Medical Workforce Officers (3 wte) and the Band 4 Medical Workforce Coordinators (3 wte). This will include ensuring team members are annually appraised with relevant performancee objectives being agreed.
• Ensure that the electronic interfaces between the Trust’s Medical Workforce Department, HEE and lead employers are maintained, kept up to date and utilised to maximum efficiency to support streamlined appointment and induction processes for doctors in training.
• Work closely with the Medical Recruitment colleagues and service managers in identifying upcoming vacancies proactively to ensure services are given sufficient notice of vacancies.
• Ensure that all contractual information relating to medical and dental staff in training is cascaded to appropriate managers and consultants, identifying and issues that arise and acting upon it.
• Responsible for advising senior clinicians and managers on medical & dental TCS
• Support the Guardian of Safe Working to including providing input into the Guardian Quarterly and Annual Reports, and attendance at the Junior Doctors Forum
• Alongside the Medical Workforce Manager (Systems) oversee the management of the Exception Reporting process including the calculation of fines and payments to the junior doctors



Medical Recruitment (all grades including SAS & Consultant)
• The post holders will be accountable for leading and directing the development and implementation of agreed clinical recruitment programmes on behalf of the Trust.
• The post holders will be a positive influencer of change in the continued engagement of healthcare professionals, through creating recruitment and on-boarding services that will attract applications of the highest calibre and deliver the best possible candidate experience in their transition to working for the Trust.
