We have a fantastic opportunity at the MCA for an enthusiastic individual to join us as a Small/Non-Convention Vessel Surveyor (internally this role will be known as HEO Surveyor) in our UK Maritime Services (UKMS) directorate.

The UKMS directorate inspect and survey ships to ensure they meet UK and international safety, security and anti-pollution standards and provide a first-class quality survey and inspection service to stakeholders.

Reporting to a Principal Marine Surveyor, the successful applicant will assist the Marine Office and Divisional Area in achieving its agreed annual Business Plan activities and objectives. As a Small/Non-Convention Vessel Surveyor, you will compete statutory surveys, audits and inspections of small vessels such as work boats, fishing boats and small passenger boats. If qualified as an Examiner, you will also undertake oral examinations so as to ensure high standards of training and competence amongst seafarers.

Positive stakeholder interaction is key in this role and you will liaise with a variety of clients and customers such as harbour masters and small vessel owners, communicating effectively with them to ensure they are informed and understand throughout each survey and inspection. You will also engage with internal stakeholders including marine office colleagues, policy teams and business support teams.

Responsibilities include but are not limited to:

  • Carrying out surveys leading to the issue of statutory certificates for small/non-convention vessels (e.g. Small Passenger Ship Certificate of Classes III - VI(A), EU C or EU D but excluding initial surveys or any surveys related to Ro-Ro / small passenger vessels, Domestic Safety Management Code Certificate, Survey for Record of Safety Equipment, Code Vessels, Fishing Vessel Certificates for <24m FV's and Fishing Vessel Certificates for >24m FV's which are Classed or Unclassed, Maritime Labour Convention Certificate, UK Load Line and UK Load Line Exemption for <24m vessels, Guard Ship Survey etc.). To include acting as lead surveyor in all but the most complex cases - issue of certification, provide advice to the public and colleagues, approve ships plans, investigate complaints, witness stability measurements of small vessels.
  • Carrying out inspections of small/non-convention vessels and port installations in all but the most complex cases to ensure compliance with International Conventions, EU legislation and UK statutory requirements (e.g. general inspection of UK small/non-convention vessels, maritime security inspections and plan approvals under the International Ship and Port Facility Security (ISPS) Code, inspection of Bulk Carrier Terminals (terminals only), inspection of port waste management facilities, EU Sulphur Directive inspections and inspection of Life-Saving Appliance Service Stations). A proportion of the inspections of small/non-convention vessels are carried out in cooperation with other regulatory authorities (e.g. HSE, local Port Health). Complete inspections and surveys against the Work In Fishing Convention to ensure fishers terms and conditions and onboard welfare is as to the required standards.
  • Providing advice to industry and public in accordance with MCA policies, including as point of contact for technically related communications with designated 'Minor/Small size' companies or individual vessel owners. Contribute to the management, provision and delivery of a first-class quality survey and inspection service by the Marine Office to both customers and clients of the Agency's maritime services. Work with the BM and the Marine Office technical/administrative team in affording a level of customer service experience that both meets and manages customer expectations. Contribute in the delivery of a regulatory climate that is clear, consistent and supportive of the UK maritime industries.
