37 Monday – Friday, normal working hours

This opening assignment is for 6-7 months

City: BRISTOL

The BA can choose to be remote or on site. BA to come to City Hall on their first day to ensure their laptop is up and working. Following that, the BA can work remotely, but needs to be prepared to travel to Bristol on any occasion that the work requires their presence in person.

Review, analyse and evaluate business systems and user needs to redesign end-to-end business processes so that they are designed from the customer perspective, are efficient and enabled by improved information technology solutions.

Key Responsibilities:

Determine operational objectives by studying business functions, gathering information, benchmarking with others, evaluating output requirements and formats etc to create a clear set of business requirements
Construct workflow charts and diagrams, studying system capabilities, writing specifications, producing ‘as-is’ process maps, use cases/user stories, product backlogs and ‘to-be’ design documents as required.
Improve systems by studying current practices; designing modifications and recommend controls by identifying problems; writing improved procedures
Play a key role in the project team, including defining project requirements by identifying project milestones, phases and elements and supporting the establishment of an appropriate project budget through validating resource requirements for business analysis work
Conduct insightful, ad hoc analyses to investigate ongoing or one-time operational issues
Understand and communicate the financial and operational impact of any changes to the wider project team
Develop an appropriate level of understanding of IT solutions design and implementation to inform potential design options for end-to-end processes with an awareness of what IT solutions can enable.
Support knowledge transfer to service area colleagues in relevant skills, tools and approaches to support adoption of process change and delivery of benefits, and to develop continuous improvement skills.
Help to create the optimal conditions to ensure that redesigned processes are implemented and bed-in, and that responsibility for ongoing continuous process
improvement and performance management transitions to the ‘process owner’ within service areas.
Engage with colleagues and internal customers to develop effective working relationships.

Qualifications:

Information systems examination board (ISEB) qualification in Business Analysis, Business Architecture or Enterprise Architecture - desirable

Knowledge:

Have a working knowledge of Microsoft office applications or equivalent including the following: email (outlook or equivalent), word processing (word or equivalent), spreadsheets (excel or equivalent) using the internet (internet explorer or equivalent) Have a willingness to learn new applications and technology as appropriate.

Experience:

Experience in a Business Analyst (or equivalent) role within a change environment and knowledge or experience of applying their skills using a range of approaches including lean, agile and waterfall methodologies to deliver measurable benefits through process redesign.
Experience of independently delivering agreed business analysis and process design outputs to support achievement of project objectives and business outcomes.

Skills & Abilities:

Exemplary facilitation skills (both workshops and meetings), demonstrating the use of a range of techniques to support both end to end process redesign, as well as more targeted resolution of one-time operational issues
Evidence of problem solving and analytical skills with the ability to understand analyse and identify an effective solution/course of action.
Excellent organisation, time management and prioritisation skills with the ability to complete assigned tasks within agreed time scales, costs and quality constraints.
Ability to work independently in a self-directed way and to take the lead on specific project/programme work packages and/or workstreams.
