Summary

This is a fixed term position currently funded through the UK Shared Prosperity Fund until 31/12/2024, extension subject to further funding.

We are seeking a committed and enthusiastic Performance & Quality Manager with knowledge of skills initiatives and experience of curriculum delivery and working with awarding bodies to accredit vocational qualifications.

The postholder will manage and ensure successful delivery of a vocational skills programme, working with subject specialists in the following priority skills areas: Tourism, Energy, Landbased/Heritage and Digital Inclusion.

The postholder will oversee the implementation and successful delivery of Futureworks vocational skills programme 'Skills Futures' and support the preparation of bids for successor programmes at the end of 2024.

Key Tasks


• To be responsible for the delivery and management of Futureworks vocational skills programme for Skills Futures ensuring the project is robustly managed and kept on target and in line with audit requirements as defined by Pembrokeshire County Council and DLUHC
• To support the set-up of vocational skills processes and the recruitment of new curriculum delivery staff with subject knowledge in Tourism, Energy, Landbased/Heritage and Digital Inclusion
• The line management of project staff, Skills Advisers and administrative support staff, development of a team of Skills Advisers and vocational Assessors.
• To manage and oversee the diverse aspects of the project ensuring each participating beneficiary (people and businesses) is provided a range of vocational skills opportunities to support their future needs
• Act as centre coordinator working with a range of awarding bodies (eg City & Guilds, EAL, Lantra, OCR, Cache)
• To provide close monitoring and reporting of all project activity in line with project requirements.
• To ensure claims for funding are correct and completed in a timely fashion with the required supporting documentation
• To work closely with external stakeholders and other organisations to promote/add value to the project
• To have a full understanding of the funding guidelines and provide assistance to others on the subject when required
• To establish strong relationships and engage successfully with external partners and colleagues
• To work with other Programme Managers and teams within the Council to ensure a high standard of skills and business provision
• To ensure the CRM is kept permanently up to date with all relevant information to fulfil reporting requirements.


Essential Skills and Experience

• Educated to degree level or equivalent
• Experience and understanding of delivering vocational curriculum and accredited qualifications
• TAQA / awarding body quality assurance experience an advantage
• Proven contract and project management knowledge and experience
• Excellent staff coaching, development and management skills
• Demonstrable knowledge and understanding of skills requirements in Tourism, Energy, Landbased/Heritage sectors and the barriers to growth for businesses
• Experience and expertise in managing budgets
• Authority and credibility to build strong relationships and engage successfully with external partners and colleagues
• Excellent numeracy and written English, proven ability to use Microsoft Office software incl Excel, Outlook, Word, PowerPoint and Microsoft Teams
