Summary

This role offers an exciting opportunity to contribute to the delivery to a key government priority and make a meaningful impact on society. The Shared Rural Network (SRN) is a close-knit team, and you'll be joining a professional Programme Management Office (PMO) with a passion for driving equitable access to digital infrastructure in rural areas. As a Programme Lead, you will lead the day-to-day operations of the SRN projects, including budget oversight, resource allocation and developing risk strategies to ensure successful programme delivery.

The Shared Rural Network (SRN) is a world-leading £1 billion government deal with the UK’s four Mobile Network Operators (MNOs) EE, O2, Three and Vodafone that will see both public and private investment in a network of new and existing phone masts closing not-spots and levelling up connectivity across every corner of the UK. It will ensure geographic coverage from at least one operator to 95% of the UK and improve mobile coverage for an extra 280,000 premises and 16,000km of roads – giving the UK the world-class digital infrastructure it deserves.

The programme will lead to increases in coverage across all four nations, with the biggest coverage improvements in rural parts of Scotland, Northern Ireland and Wales. The Government is investing £500 million to build new masts in areas with no existing infrastructure. This includes £185m in Government funding (£130m in direct funding from DSIT to Home Office and £54m paid to Mobile Network Operators from the Grant funding) to upgrade Extended Area Service (EAS) masts being built as part of the Emergency Services Network (ESN) to make them usable by the four MNOs. This will help eliminate ‘total not-spots’ - the hard to reach areas where there is currently no coverage at all from any operator. These two elements combined will provide 2% coverage (1% EAS & 1% TNS).

  • Line management and leadership of the SRN ProgrammeManagement Office (PMO) team, ensuring a high standard is being delivered.
  • Provide leadership and guidance to the PMO team, promoting a culture of teamwork, accountability, and continuous improvement.
  • Lead the day-to-day operations of the Shared Rural Network (SRN) projects including budget oversight, resource allocation, and performance tracking against key performance indicators.
  • Monitor programme progress and identify potential risks or challenges, proactively implementing mitigation strategies to ensure successful delivery.
  • Analyse programme data and metrics to evaluate the programme effectiveness and inform decision-making, making recommendations for improvements as needed.
  • Lead the preparation of detailed reports and presentations for senior leaders, Board members and Ministers.
  • Lead the SRN Programme Board as secretariat, ensuring the overall effective operation of the Board and any sub-committees.
  • Lead the development of comprehensive programme plans, including detailed project schedules and risk management strategies.
  • Lead relationship building with external stakeholders, including counterparts in the Mobile Network Operators (MNOs), the Home Office, DMSL and the Devolved Administrations (DAs), and support regular dialogue to promote problem solving, teamwork and risk sharing across the team.
  • Organise documentation efficiently, ensuring easy access and retrieval for stakeholders, while maintaining accuracy and compliance with civil service standards.
