The Infrastructure Efficiency and Engineering division is a centre of expertise on the technical delivery of infrastructure projects. The division provides advice to project teams across the Department on various subjects.
Within the division, the small Engineering and Operations team specialises in the technical aspects of railway operations and the early-stage specification of new projects. We work closely with Network Rail to assess how projects will affect the operation of the railway network as a whole and ensure this is understood by decision makers. Partnering with Network Rail and the Office of Rail and Road, we have developed the Better Value Rail Toolkit, and we are seeking to widen its scope to include other transport modes, providing guidance to project developers on the early-stage planning of transport projects, helping them choose the best-value solutions to meet their transport needs. We also spend time advancing the Department’s knowledge base on specific specialist subjects, ensuring we have the capability to provide well-informed content for briefings and correspondence, and helping project-based colleagues develop a sound technical underpinning for their work.

Responsibilities
Include, but not limited to:
- Developing the Better Value Rail Toolkit: Engaging with colleagues, partners and stakeholders to agree the scope of new content, carrying out research, updating and improving the site, promoting the toolkit and analysing feedback.
- Railway Operations: Participate in expert working groups and carry out independent analysis of timetable data to understand how future projects will impact the operation of the railway network.
- Research and Prepare Briefings and Correspondence: The Engineering Team are often called upon to provide advice on unfamiliar technical subjects that fall outside of the Department’s main policy areas.
- Advance our knowledge base and develop others: Carry out learning activities to gain expertise in our areas of technical specialism, expand and improve the written information in our portfolio and provide training to others to expand corporate knowledge and capability.
