Summary

DBT has a growing role in the UK’s national security, ensuring that trade, prosperity, and the economy are given due weight in geostrategic decision-making. The Integrated Review highlighted the increasing importance of the synergies between prosperity and security, of economic security, and of understanding the technologies that will build our future – all areas where DBT has a key part to play. At the forefront of this sits our Investment Security teams who are currently recruiting 2 SEO roles.

1 role in the ODI Risk Review Team

This team is conducting analysis into potential security risks from Overseas Direct Investment (ODI) and are part way through this review. The review has thus far played a role in the UK-US Atlantic Declaration on Economic Security and G7 leader’s statement, as well as multiple Ministerial engagements.  The successful candidate would lead on several workstreams including international engagement, business engagement, and briefing for Seniors and Ministers. More responsibilities will emerge as Ministers decide on the next course of action for ODI risk.

1 role within the Investment Security team:

This team works to ensure inward investment does not undermine the UK’s national security, advising on implementing HMGs powers under the National Security & Investment Act to screen investments into sensitive sectors. This role’s primary focus is investment security casework and identifying potential investors for key technologies. You will also build understanding of investment security issues that impact DBT and will also have exposure to complex policy work that seeks to balance our national security with prosperity objectives.

Within both teams the work will be high profile, and fast moving - the postholders will need to grip competing strands of work, confidently advise on complex decisions, build expertise and relationships with stakeholders across the department, and represent DBT in cross-government meetings.

You will be expected to demonstrate skills in:

  • Strategy and Policy, including engaging on cross government strategy development and strategic projects.
  • Advocacy for prosperity within investment security discussions, including becoming expert on your portfolio and responding to Ministerial requests.
  • Delivery, including managing governance arrangements and briefing.

As a Senior Investment Security Advisor, you will be expected to develop skills in:

  • Strategy and Policy - Become expert in investment security issues, including the wider foreign policy context, national security, and prosperity angles and how these elements affect our departmental position. You will lead on discrete tasks within the team's portfolio, which could include exploring new policy areas or establishing new areas of responsibility for your team.
  • Advocacy - Represent your team in cross-HMG fora, co-ordinating and influencing views of stakeholders and advocating for our business and trade objectives. 
  • Delivery - Support senior decision-making X-HMG boards, as well as running other key governance structures and a programme of international and business engagement. You will also be required to lead high quality briefing for HMG’s national security governance, as well as for Ministers and senior officials’ engagement, accurately and sometimes at short notice. 
  • Decision-making and risk management. You will manage a portfolio of multiple live policy areas and/or cases, bringing together the views of stakeholders across different teams to come to a decision.
