Overall Responsibility

This management role within the Care and Support Directorate has responsibility for contributing to care and support business growth through managing the submission of tenders and Single Provider Negotiation (SPN) proposals and associated developmental work and processes.

Key Responsibilities

  • Oversee the team’s delivery of the tender process including;
    • Identifying and qualifying opportunities and allocating bid writing resources to meet the directorate’s priorities
    • Leading the contract team to complete high quality tender submissions and proposals on time and to plan.
    • Building strong and effective partnerships with internal and external stakeholders – in particular Finance and HR - to support completion of tenders and management of contracts.
    • Preparing performance reports and papers for the Care and Support Director and Senior Leadership Team, providing updates regarding the progress of the team in meeting growth targets and to obtain approvals for individual submissions.
    • Maintaining a pipeline of anticipated business growth opportunities
    • Reviewing and analysing systems within the contract management team, identify requirements for business and process improvements and implement changes required.
    • Developing the library of method statements and work with the Policy Process Team to inform the development of new policy and processes required to deliver compliant bids and tenders.
    • Capture lessons learnt from all work completed and revise and develop the toolkit for use with similar future bids.
  • Maintain awareness of good practice and sector developments, including government and regulatory changes that will affect the organisation and the work of the team.
  • Embed MTVH’s vision and culture within all aspects of our work.
  • Manage your own continual professional development utilising available learning resources and opportunities and own personal networks.
  • From time to time you will be required to perform other duties as may be reasonably requested by your line manager

Personal Competencies

  • An inspiring and visible business leader with a track record of having previously lead teams to achieve their very best through a strong performance management culture.
  • Highly analytical and able to work with written statements, TUPE, Finance and management data and comfortable with setting and working to business targets, business plans, project plans and key performance indicators.
  • An experienced manager with demonstrable experience in tendering for new and repeat business.
  • Politically sensitive and astute with a working knowledge of Care & Support Providers, RPs, local and central government, and NHS operations.
  • Successful relationship builder with stakeholders such as statutory bodies, commissioners and legal advisors,
  • An excellent communicator across a wide range of audiences.
  • Strong commitment to collective success

Skills/ Experience

  • Excellent IT literacy
  • Proven project management skills.
  • Educated to degree level.
  • An affinity with the work of the housing and care sector.

Desirable Criteria

  • An appropriate professional qualification.
  • Experience of matrix management of internal business streams.
