Summary

The Configuration Management Team (CMT) are responsible for maintaining the “essential wiring” in the Single Operating Platform (SOP). CMTs act as the DWP Gatekeeper and manages requests for new/amendments to Cost Centres, Organisations and Structures, the Account Codes and associated hierarchies (Chart of Accounts).

CMT maintain the standards, conventions and principles to ensure accurate HR, Procurement and Budgetary control for the Department and accurate reporting of staffing and financial data from SOP, Hyperion and QlikSense.

Within the wider scope of CMT, the team monitor delegated financial authority (DFA) limits, administer SOP Responsibilities and are also key stakeholders for the Synergy programmes, utilising their subject matter expertise to influence the design of the new ERP.

Posting will be made in merit order by location, this will be based on the geographical requirement at the time. Successful candidates can expect to be involved in a range of activities, which includes:

  • Manage and lead each of the functions performed within CMT, including SOP organisational and structural maintenance, chart of accounts, DFA compliance and security.
  • Work closely with the Lead on COA development in SOP ensuring a smooth transition of work and support within the overall team via a matrix management arrangement.
  • Provide direction for the team and help in the Objective setting process at SAT and CMT level. Creating and monitoring detailed actions against these objectives as required.
  • Manage a geographically dispersed team. Lead and develop CMT whilst providing the necessary stretch and challenge in order to keep the team motivated and engaged.
  • Understand single points of failure across a small team and take the necessary actions to address.
  • Search for opportunities in the wider business to increase the scope of SAT, in keeping with the remit of the wider team. Integrate this work whilst managing change and competing priorities.
  • Become the Single point of contact for RFC distribution across SDD and support wider DWP governance in this area, building network and expertise in order to correctly identify stakeholders.
  • Proactively identify inefficiencies within current processes and take actions to improve processes. Work closely with key stakeholders, such as SSCL, Synergy, Power BI & QLIK developers and P2P areas, utilising own and team knowledge to address business issues and create efficiencies.
  • Act as a Subject Matter Expert and give support to the Synergy Programme for the future ERP replacement, representing the team and DWP at appropriate forums including data flow work and data cleansing.
  • Promote the values and expertise of the team to the wider organisation using existing and new mediums, i.e. emails, newsletters, listening circles, meetings, presentations.

The following skills are desirable but are not mandatory for the role:

  • Working knowledge of Government Finance and proven experience of operating effectively in a finance organisation.
  • Understanding of accounting system structures and reporting requirements.
  • Experience in improving the performance of processes and systems in terms of efficiency, accuracy and control.
  • Strong leadership and ability to empower teams to achieve consistently excellent outcomes.
  • Proven ability to collaborate effectively across Departmental and other boundaries, inside and outside of government.

You must hold a full chartered level professional qualification awarded by a UK-recognised accountancy body: CIMA, ICAEW, ACCA, CIPFA, ICAS and Chartered Accountants Ireland. Hybrid working

This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need, but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.
