Essex County Council (ECC) are delighted to be supporting Braintree District Council to recruit a Building Surveyor on a permanent basis.
The Opportunity:
We have a new opportunity for a building surveyor to join our Property and Asset Management Team at Braintree District Council.
The Role:
About our Property and Asset Management Service
We provide professional asset and estate management services and deliver property management solutions for the general fund portfolio. The portfolio is mostly commercial property and land including corporate offices, leisure centres, investment property, country park estates, and community centres.
This is a new role, to support the Head of Asset Management to deliver a programme of building surveys including conditions surveys and dilapidations, fabric inspections, lead minor works projects and lead on the planned maintenance programme.
Your duties will include:
- Leading and delivering the programme of surveys on the built environment including conditions surveys, some completed in house and procuring external professional services for additional support.
- Advising the surveyors on dilapidations and commissioning agreed reports.
- Lead the minor works capital programme, design, specification, award and monitoring of projects through to completion.
- With support from the property officers, reacting to call outs for inspecting structures, making reports and recommendations, advising the Council on remedial action.
- Commission other specialist survey and compliance work including Disability Discrimination Act Audits, Fire Risk Assessments, Asbestos inspections etc. and ensuring the compliance register remains current, supported by the property management team.
- Providing professional advice relevant to your expertise to the Council.
- Assisting in the preparation and implementation of the annual Asset Management Plan
Accountabilities:
- Design, tender, contract manage/project manage maintenance and refurbishment schemes, including instructions to contractors, consultants and site meetings.
- Undertake building surveying surveys including schedules of condition and schedules of dilapidations, and lead the procurement of building surveys (some will be external), overseeing these through to completion.
- Reviewing surveys and identifying a priority programme of minor works, managing budgets and reporting progress through to the capital board.
- Preparation and submission of Planning and Building Regulation applications for relevant building surveying minor works projects
- Preparation of specifications and schedules of work and delivery of procurement processes where required as part of the Council's minor works Capital Programme, general property management duties and other related duties.
- Liaison with Council Officers responsible for Council property in connection with maintenance requirements, compliance requirements and other building works.
- Appoint, co-ordinate, and manage external consultants in connection with minor works capital projects, building maintenance projects and other property related works.
- Commission other specialist survey and compliance work including, Fire Risk Assessments, Asbestos inspections etc. supported by the property management team to manage consultant site inspections.
- To lead investigations into building defects, identify solutions and advise the Council on remedial options procuring structural engineering services where required.
- To undertake pre-contract and contract duties for planned maintenance and refurbishment programmes to include the following duties: Feasibility studies; Scheme designs; Specification and tender (pre-contract); Contract management; Project Management; Customer Relationship Management.
- To ensure the property management admin support accurately maintain records are maintained and they are updated on relevant systems.
- Ensure that aspects of Health and Safety are properly observed in the office and on site
- To provide an efficient, effective and comprehensive customer orientated service delivering the duties associated with the post in accordance with the organisations policies, procedures and regulation.
The Experience You Will Bring:
Our ideal Building Surveyor will have the below skills and experience;
- Relevant degree/professional qualification (e.g. Building Surveying)
- Experience working on commercial portfolios.
- Significant experience on inspections, surveys, specifications and award/monitoring contracts through to completion.
- Significant knowledge on building pathology and property compliance
- Membership of RICS (Royal Institution of Chartered Surveyors)
- Ability to effectively communicate at all levels
- Ability to build and maintain strong relationships with Members, Council Officers, Customers, Consultants and Contractors
- Ability to manage workload and work on own initiative
- IT skills including Microsoft Office
