A Reward Advisor, with experience in Job Families, is required to provide a high quality, best value, commercially aware HR service to managers and Members of the Local Authority, schools or to external customers in support of their business plans. To provide expert advice and operational support on the full range of reward related activities. With the support of the Senior Reward Adviser, lead the operation of job evaluation for the whole authority, ensuring the Council have a modern reward offer, which considers legislation and organisational priorities. Support the implementation of national pay awards and policy development and changes.

This role will play a key role advising on a wide range of issues to ensure Equal Pay legislation and policy compliance to avoid potential legal claims and maintain good employee relations alongside development of reward, recognition, pay and benefits which supports the Council in becoming an employer of choice.

Key responsibilities:

Lead Adviser for the HAY and GLPC Job Evaluation Schemes for the Authority, Schools and external customers.
Manage the evaluation process for new and changed jobs, through all stages, providing advice to managers, job holders and staff-side representatives and act as chair at panels ensuring all jobs are evaluated objectively and fairly.
Advise managers on the review and development of job descriptions, including job design and organisation’s structure, compliance with good practice, employment law and evaluation timescales.
Ensure robust systems and procedures are in place to manage end to end job evaluation process. As part of the team develop and maintain up to date, definitive records of evaluated permitted jobs, grades, scores, profiles and other attributes.
Conduct Equal Pay Audits and reviews of the pay and grading structures and provide related advice/recommendations. To undertake Equal Pay Review and Modelling analyses using appropriate specialist systems and software.
Support and contribute to the development and implementation of reward and recruitment/retention strategies, such as career progression schemes, market supplements and flexible benefits.
Provide professional and technical advice, guidance and support to HR colleagues and Senior managers on reward related matters.
Undertake the development of policies and practice including identification of areas for development as well as recommendations to support the organisation. This will include, researching, reviewing, developing, and consulting on new and existing policies.
Seek out pragmatic solutions and make recommendations to solve difficult and/or complex issues.
Prepare reports, plans, briefings, and presentations, for People & Culture Leadership team, corporate leadership team, service leadership teams, organisational forums and groups, and elected members, as required.

Qualifications:

Degree level or equivalent experience.
Relevant professional qualification or equivalent or evidence of possession of professional competences commensurate with the role.
Evidence of continuing professional development.



Experience:

Experience in Job Families.
Experience in job evaluation under HAY and GLPC desirable.
Experience of managing job evaluation processes policy development.
Experience of the resolution of reward related issues using a pragmatic approach within the framework of current employment law.
Proven experience of supporting pay and grading reviews and of delivering practical HR solutions.
Experience of working in a customer focussed environment, persuading, influencing and negotiating to achieve successful outcomes.
Experience of working within a unionised environment desirable.
Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.



Knowledge:

Detailed knowledge of Equal Pay and Equal Opportunities issues.
Detailed knowledge of Employment legislation.
