Lead the development of strategic workforce planning approaches, guidance and advising on the local and regional workforce issues, analysing workforce trends and developing local and regional strategic workforce plans. Lead on Health Board specific policies for strategic workforce planning: demonstrating the principles and practices necessary for effective strategic workforce planning and the delivery of a strategic workforce plan for the Health Board. Lead the workforce planning programme for the delivery of the annual Education Commissioning and Training Plan. Analyse the Health Board IMTP and workforce information from multiple sources to inform the Workforce Plan and focus of the Education Commissioning and Training Plan to submit to HEIW on an annual basis. Lead on the development of strategic workforce planning recommendations for the Education Commissioning and Training Plan through analysis of the Integrated Medium-Term Plans (IMTPs), workforce information, workforce policy and engagement with service, professional and medical specialty leads etc. Playing a lead role in the overall development of the education commissioning recommendations for the non-medical workforce as part of the Education Commissioning and Training Plan. Lead the development of workforce planning capacity and capability within the Health Board and Primary Care including the identification of need, development of the required courses and qualifications with third parties, and overseeing the team in the development, delivery and evaluation of the required training/qualifications. Evaluating the effectiveness of workforce planning training delivered and making appropriate changes to training, liaising with providers as required. Providing specialist, expert advice to clinicians and managers across services with regards to strategic workforce planning. The post holder will be required to maintain constructive relationships with a broad range of internal and external stakeholders, on local, regional and national working groups. Lead on the development of research into labour market information, new and emerging workforce models etc. to inform the development of reports and recommendations to Board. Undertaking benchmarking to formulate opportunities for workforce transformation. Communicate any information, risks, issues and dependencies to the senior teams based on analysis and assessment of workforce plans in the short medium and long term. Work with Health Board Strategic Programme Leads, Clinical Boards, Change Hub, Innovation & Improvement Team and partner organisations to ensure that the workforce implications of proposed service change are fully explored, planned for and embedded within proposal/plans/strategies, taking account of context and complexities of competing service and workforce challenges. Works autonomously providing advice and support within NHS Wales, Health Board and partner organisations on issues related to strategic workforce planning. Shows initiative and self-motivation to developing the role and in approach to queries and work that arises.
