Summary
HtGM is a DBT priority programme with significant interest from Ministers, HMT and external stakeholders. The role offers a great opportunity to influence the direction of the programme, gain visibility with senior leaders and have a real impact on small business. You will be working closely with the Programme Lead to support the future direction and design of the programme ahead of the Spending Review, leading on cross cutting briefing for Ministers and collaborating with stakeholders and delivery partners.
The role will support the broader programme environment, including developing future policy options, leading on programme finance (invoicing, receipting, financial profiling/forecasting), managing risks, assurance processes and overall grant management. You will support the continuous review of the programme design, developing and implementing a funding model and delivery processes that ensure value for money and highlight the benefits of the programme to Ministers and SMEs.
You will lead on oversight of key delivery arrangements with our partners, maintaining high-quality delivery of the programme and driving programme level improvements. You will also support where needed, wider programme governance, analysis and PMO work. This will include demonstrating to Ministers the success and value of the programme through robust policy analysis and programme review. You will need to be flexible and adaptable, ready to pick up ad hoc projects and pre/post-election support work.

Programme Development: supporting the future operational design and development of the HTGM programme as we move into a new funding cycle.
Programme Finance: ownership of the overall budget including invoicing, receipting, financial profiling/forecasting and working with partners to ensure strong oversight of the finance process.
Supporting work to develop a business case for year 5 of the programme and beyond.
Leading on cross cutting briefing, with a focus on pre/post-election support.
Managing programme risks, assurance processes and quarterly grant reviews.
Working closely with the Programme Lead, to support overall Programme governance and PMO work as needed.
