Summary

The Armed Forces' Pay Review Body (AFPRB) makes annual recommendations to government (in the form of a written report) on pay for UK armed forces' personnel. This post will provide the holder with the opportunity to work with an independent body and gain an insight into the public sector pay award process.

The Office of Manpower Economics (OME) provides secretariat support for the eight public sector Pay Review Bodies. The AFPRB secretariat is a team of four people (including this post) that is part of the OME. The secretariat works closely with the eight AFPRB members who have senior level working experience across a range of sectors.

You will provide high-quality secretariat support to the Grade 7 team leader in planning and managing the AFPRB round. The AFPRB secretariat is a supportive team with flexibility required in respect of all aspects of the round.

You will play a key role in all the steps in the pay review process and take ownership of certain strands of work, particularly engaging with the Ministry of Defence (MOD) to plan and organise the AFPRB’s annual programme of visits, a critical part of the pay round process. The post holder will be required to accompany and support AFPRB members on some of the visits to Service establishments in the UK and occasionally overseas, sometimes requiring an overnight stay. Other areas of responsibility include overseeing the administration of AFPRB meetings and drafting the minutes of these; reviewing certain papers of evidence received from MOD and drafting summary papers to assist AFPRB members in their consideration of these; drafting sections of the AFPRB report and supporting the checking and proof-reading of this before finally liaising with the commercial printer on the production of the final document. There are about 20 meetings in a calendar year, some virtual and some in-person.

You will have responsibility for important functions that enable the overall AFPRB process to run smoothly including handling of members’ claims and other members’ administration matters and oversight of the team SharePoint file system.

Attendance at in-person AFPRB meetings is required so regular travel to London is an essential part of the role.

This role provides an excellent opportunity to utilise and develop the breath of skills required for secretariat work, including programme management and written and oral communication.


You will be responsible for:

  • Overseeing the administration of AFPRB meetings.
  • Drafting and finalising accurate minutes of AFPRB meetings and maintaining the meeting action log.
  • Producing high quality papers, including papers which summarise written evidence to support AFPRB members’ discussions in meetings.
  • Working with MOD regarding plans for the annual AFPRB visit programme and then liaising with members regarding detailed visit planning and administration.
  • Accompanying AFPRB members on a selection of AFPRB visits to Service locations, joining members in discussion group sessions with members of the remit group, and making a record of the visit.
  • Ensuring that members are updated on policies relating to their fees and travel expenses and overseeing and agreeing members’ claims in respect of these.
  • Working with administrative staff in OME (who work across a number of Review Body secretariats) to ensure the smooth running of meetings and who support in the processing of members’ claims and other administrative tasks. (Note that there is no line-management responsibility.)
  • Liaising with external stakeholders, principally in MOD, regarding members’ queries on evidence and other information requirements.
  • Support in the production of the AFPRB report for publication, including detailed checking and proof-reading and liaison with the commercial printer.
  • Oversight and maintenance of the AFPRB file area on SharePoint and AFPRB members’ access to this.
  • Other duties as required to ensure the smooth running of the AFPRB secretariat.
  • There may also be the possibility to work with other Pay Review Body secretariats and to contribute to wider OME cross-cutting projects.
