Summary
Strategic and operational planning and running of Finance Procurement and Payroll Departments.
Responsible to the Chief Financial Officer (CFO) for the overall strategic leadership and performance management of the Finance directorate alongside the Director of Strategic Finance. Ensures department systems and processes are fit for purpose and staff are trained and equipped to operate them. Has a major impact on the ability of the Trust to deliver patient services, on time, within corporate and clinical governance and within budget.
Manages - Manage the Finance Directorate including procurement and payroll, Senior Teams in line with the appropriate financial and other policies. Recruit, performance manage, develop and train the senior managers, providing leadership on key operational and strategic issues. Monitor and regularly review the performance of the directorate from an internal and ‘customer’ perspective, ensuring corporate governance compliance and best practice.
Has a major impact on the ability of the Trust’s overall management and performance of the Finance function ensuring effective, timely and accurate financial and wider performance information, both operational and strategic, is provided to the Trust and external organisations.
• Deputise across the full range of duties undertaken by the CFO both within and outside of the Trust. Take day to day responsibility for coordinating the function of the Finance Directorate including Procurement and Payroll.
• Advise and where appropriate influence Executive/Non Executive Directors and senior managers on highly complex, multi health economy/Trust wide/directorate, financial and wider performance issues. Influence decision making at executive /senior level to achieve specific outcomes that impact on the successful achievement of Trust standards, targets and strategies.
• Support the Trust on service commissioning and finance related issues. Work with Executive/Divisional Directors and senior managers to negotiate on behalf of the Trust to achieve the best possible agreements and understandings with commissioners to deliver optimum health care to the local population.
• Lead on the development of performance management systems and processes that meet the needs of commissioners and hospital management.
• Ensure that all areas of financial risk are adequately identified, quantified and appropriately reported. Ensure as far as possible that steps to mitigate financial risk are identified, reported and implemented.
