Summary

Key Responsibilities
Accountable for the development, organisational buy-in and implementation of the category strategies for key categories
Responsible for creating and maintaining the strategies and ensuring that the best value for money is obtained, while adhering to the highest level of quality and supplier performance
Acting as the interface between the engineering/project management function and rest of the business, ensuring that all service levels are achieved, and issues escalated in a timely manner. Responsibility will also extend to specific fleets and their operational procurement requirements
This role will provide leadership to other members of the Procurement team through ensuring appropriate development is identified and supported and will deputise for the Head of Procurement when required

Responsibilities
Develop, Manage and Maintain Procurement Category Strategies
Ensure that the category strategies take into account the requirements of all key stakeholders
Implement each category strategy, ensuring that it remains in line with customers’ requirements and with an eye on future innovations
Manage the end to end procurement process for categories, from Request for Quotation (RfQ) through to end supplier management, including, and not limited to:
Identify opportunities for new services through the use of innovative products to customers
Track the effectiveness of the category strategy, ensuring that the defined benefits are delivered e.g. cost savings in line with projection
Oversee the management of the warranty process in relation to each category and ensure direct and indirect reports are undertaking required actions in a timely manner
And oversee the contract placement of Free Issue Materials (FIM) to ensure direct and indirect reports are successfully coordinating with project programmes
Manage supplier performance against contractual service level agreements, ensuring feedback from other functions is received and acted upon. Escalate any issues in a timely manner, both externally to the supplier and internally within the commercial function
Actively participate in implementing the output of the Heavy Maintenance (HM) forecast to ensure HM events are procured in line with business objectives and ensure workload is assigned amongst the Category Management team. This will be done by overseeing the start-up meeting, regular review, RfQ and recommendation process to ensure all steps are followed
Ensuring consistency with BPA set up/delivery to facilitate granularity of financial information to drive the Finance team analysis of emerging costs/AAW spend
Indexation annual reviews with suppliers and placement of CVs to record agreement

Developing the Procurement Function
Lead/support the overall drive for cost efficiencies across the procurement function
Lead/support the development of procurement processes and systems
Support the delivery of quality accreditations, including the ISO 20400 in sustainable procurement. Support the development of the overall procurement strategy and annual business plan
Actively participate in Porterbrook supplier events and create a programme to manage the relationships with all suppliers on a regular basis
Lead/support other functions (Finance/Commercial/Fleet) in the internal planning and budgeting for WLMP/FQP

Supporting Business Objectives
Support the franchising process with knowledge of relevant categories, how they are developing and the costs for implementation
Support project managers and other functions during the operational phase of a contract/project and be seen as the point of escalation for commercial issues with the supply base

Other Duties
Ensure that all products procured comply with all environmental, ethical and health and safety legislation
Support both the function and business in the drive for continuous improvement
Skills, Knowledge and Expertise

General Requirements
Excellent technical knowledge/awareness of key railway sub-systems and the future opportunities offered in these areas for rail is desirable
Able to take a pragmatic approach to challenges and actively solve problems before they become issues
Experience of taking full accountability for the end to end procurement processes, with a track record in achieving quality results
An ambitious and driven individual, with a track record in procurement
Experience of Oracle systems would be desirable
Skilled in contract negotiation with a clear understanding of commercial implications of contracts

Qualifications
Educated to degree or further education standard, preferably in either Engineering, Law, or Business Management
An MCIPS, or other, qualified professional through the Chartered Institute of Procurement

Knowledge
Solid procurement experience as either a Category Manager or Senior Buyer, gained within an engineering environment
Knowledge of railway industry rolling stock and components, ideal but not a prerequisite
Legal or commercial experience would be advantageous
Track record of working to and exceeding KPIs

Key Skills
Commercially astute with excellent understanding of contracting
Well organised and experienced in working under pressure
Experience of e-procurement systems (desirable)
Numerate with strong analytical skills
Microsoft Excel skills at intermediate level
Excellent oral and written communication skills
