Summary

The NHS Long Term Plan sets an ambition for all appropriate specialised mental health services and learning disability and autism services to be managed through Provider Collaboratives, with Lead Providers taking on a commissioning role. This requires a shift in processes, behaviours and culture with PCs undertaking the operational commissioning tasks with a strong clinical and user experience focus.

To support this shift in commissioning arrangements, the PROSPECT Lead Provider Collaborative commissioning team is seeking an individual who will lead our engagement with service users to ensure that their views and experiences are listened to and feed into the team's wider work and decision making.

Shortlisting planned for 31 May.

Interviews planned for 12 June.

The postholder will identify opportunities to enable service users, carers and members to be listened to and responded to as well as developing partnerships to plan, review and design service changes and improvements. This will include supporting the work around reducing health inequalities and inclusion of harder to reach groups of people for Cheshire and Merseyside patients, as well as leading on regional workstreams.

The role will also lead and build on the innovative approach to engaging, supporting and developing patients/service users and carer active involvement with the development of secure services. This
includes further development of Lived Experience roles and Experts by Experience engagement. The post holder will work closely with external stakeholders to develop PROSPECT’s Engagement Strategy.

Mersey Care is one of the largest trusts providing physical health and mental health services in the North West, serving more than 1.4 million people across our region and are also commissioned for services that cover the North West, North Wales and the Midlands.

We offer specialist inpatient and community services that support physical and mental health and specialist inpatient mental health, learning disability, addiction and brain injury services. Mersey Care is one of only three trusts in the UK that offer high secure mental health facilities.

At the heart of all we do is our commitment to ‘perfect care’ – care that is safe, effective, positively experienced, timely, equitable and efficient. We support our staff to do the best job they can and work alongside service users, their families, and carers to design and develop future services together. We’re currently delivering a programme of organisational and service transformation to significantly improve the quality of the services we provide and safely reduce cost as we do so.

Flexible working requests will be considered for all roles.

To lead on developing and embedding the principles of co-production, ensuring that patients/service users and their families and carers can exercise their right to be involved in the planning, delivery and development of services.

To oversee and develop the strategic direction for developing opportunities for Service User Engagement and Experts by Experience to participate and contribute to PROSPECT commissioning activities.

To work with internal and external partners to progress the development of the Service User Engagement and Expert by Experience and peer worker workforce programmes.

To develop participation opportunities and support recruitment, training and skill development.

To work with partner organisations to develop and implement PROSPECT’s Engagement Strategy.

To engage with external stakeholders on the development of services that incorporate coproduction.

Review current best practice for benchmarking initiatives, adopt where appropriate and develop new initiatives where gaps are apparent so that they can contribute to Quality Assurance and Improvement agendas across Cheshire and Merseyside.

To provide advice and support to the PROSPECT team on Involvement and Co-Production.

Work with internal and external stakeholders regarding Expert by Experience and peer worker developments and opportunities.

To develop innovative mechanisms to engage with seldom heard and hard to reach groups.
