Operations & Maintenance Manager

Position Overview

The Operation & Maintenance Manager will be directly responsible to the Operations Manager for the efficient and effective Operation and Maintenance of all assets incorporated within the Armada PFI contract. Including management and oversight elements of lifecycle and capital projects as well reactive & planned maintenance.

Management and oversight of the CAFM system within area of operation as well as ensuring that all activity is undertaken in accordance with company QHSE policy, contract KPI compliance and relevant statutory requirements.



Responsibilities

To act as the contract management representative for O&M Services

To plan, develop & manage the O&M schedule & maintenance programme & the continued updating in conjunction with the lifecycle plan, including the overseeing of the Mechanical, Electrical and plumbing aspects of the contract.

Monitor the performance of all O&M operational areas including output, cost and quality of work and implement remedial action to counteract any adverse trends.

-Implement and monitor work allocation and control procedures to ensure maximum utilisation of labour, materials, plant, etc at the most economical cost.

-Agree areas of work/functions with Frontline trade staff and monitor their performance Arrange for trade staff to attend suitable training courses.

Develop and deliver organic growth opportunities for the contract through an understanding of the client estate development plans, empirical data relating to the estate and wider defence operational requirements.

To ensure that all safe systems of work are in place and being managed and adhered to in accordance with MOD requirements (JSP's), as well as ensuring that appropriate ACOP's & statutory requirements are adhered to and effectively managed (L8, CDM, LOLA, PUWR etc)

Responsible for ensuring that all designated new works are carried out within the terms of the contract & that issues having an effect on the O&M programme are noted and implemented to ensure that all works meet the agreed programme and that they conform to CDM Regulations, appropriate Codes of Practice, Quality Plans and the H&SAW Act.



To routinely interrogate the contract CAFM system (Computer aided facilities Management) ensuring that contract compliance is being maintained through adherence to KPI'S and ensuring that maximum utility of the system is being gained by the O&M team.



To carry out the role of Authorised & Responsible person for the following disciplines (training will be provided):

-Electrical (HV/LV)

-Boilers & Pressure Vessels

-PET

-Legionella

-Natural Gas Systems

Comply with the governance polices and procedures directed by the Senior Commercial manager for the proper financial and commercial management. Provide cost advice to the customer for new works or changes of scope.

Ensure O&M services staff performance appraisals and development plans are completed in accordance with company policy.

Management, co-ordination and liaison of sub-contractors employed on the contract ensuring that their performance is regularly reviewed for compliance against specification.

Ensure all activities comply with the integrated management system (Quality, Health and Safety and Environment (QHSE)) and processes and procedures are developed, approved, and routinely audited)

Perform the role of SME for all Operation and Maintenance activities on the contract.

Undertake regular and documented site quality checks on each service deliverable and ensure that resultant finding are acted upon.

To liaise closely with other members of the management ensuring that all issues having a bearing on the O&M programme are acknowledged within the programme i.e (Life cycle, new works). Provide a written monthly reports to the Operations Manager for the ongoing O&M operations, detailing the status of the works and compliance with the Statuary requirements.



What we are looking for

Qualifications:Ideally educated to HNC/ONC level or equivalent in a relevant technical or functional discipline or an appropriate level of experience in a similar sector role.



Experience:

A Technical Services background within a broader facilities management or support services environment.

Experience of leading and managing a multidisciplinary team

Experience in a similar role at this level within a similar organisation structure.

Extensive experience in managing critical assets in either the public or private sector preferably within government sector organisations.



Skills/Aptitudes

-Must be confident in one's own judgement and possess the stature and personal qualities necessary to establish rapid credibility at all levels in the internal client population, with the tenacity to work resolutely in pursuit of objectives.

-Must be an effective and principled communicator, able to develop and present well - reasoned arguments and be prepared to support these effectively.

-Should be able to offer creative and practical solutions, be forward thinking and perceptive and be alive to real time needs and issues.

-Should have experience in the preparation of specifications for facilities works and some knowledge of conditions of contract.

-Should possess a demonstrable awareness of Customer Care, Quality Assurance, Health and Safety, Building Regulations, and Building Services and will demonstrate an ability to work to tight budgets and programmes.
