Summary


This role is highly autonomous, requiring interpretation of national policy and strategies. It involves the expert analysis, synthesis and regular providing and receiving of highly complex and sensitive information, where there are significant barriers to acceptance which need to be overcome using the highest level of interpersonal and communication skills, such as would be required when communicating in a highly emotive atmosphere, both within the Trust and with external stakeholders.

The Head of Programmes role will report directly to the Chief Operating Officer and provide support to all aspects of delivery in the COO office. These include:
• Annual Business planning co-ordination
• Benefits tracking and escalation across programmes
• CQC well led preparation
• NHSE priorities as they arise through planning rounds and in an ad-hoc way
• Pathology business unit support
• Children’s Hospital Programme delivery
• Oversight of response to Freedom of Information (FOI) requests to COO

The role will also specifically take on a wholistic view of the programmes of work of the moment that impact on the COO’s portfolio.

The Head of Programmes will provide overall support to the COO in discharging this role, with particular emphasis on the programmatic frameworks and governance required to run the stabilisation phase.

The strategic planning aspects of the role will include a longer term view impacting delivery across the organisation and at times across the sector. The post holder will then distill the strategy to produce and maintain an annual work programme for the COO aligned to the organisation and COO office strategy to ensure successful delivery of objectives and management of risk to delivery.

The post holder will be responsible for interpreting national, regional and local organisational policy and creating and managing implementation plans on behalf of the COO.

The post holder will be managing, co-ordinating and leading multi-disciplinary teams both within and out with the COO team whilst ensuring a consistent approach to programme delivery. This will involve providing guidance, ensuring compliance and authority around standards and quality

The role will require the post holder to be confident in collating and presenting highlycomplexinformationonprogresstoprogramme steering groups, boards and other senior meetings, adapting content to the audience.

The post holder will be managing highly sensitive and complex information, working with senior colleagues across the organisation, ensuring that it is communicated to the relevant audience(s) in line with Trust standards.

The post holder will be required to analyse all new regulatory Corporate and integrated governance-related developments and advising the COO on the implications, recommending courses of action.

Knowledge, training and expertise
• To direct and lead a support team in the COO office ensuring that their work is aligned to the delivery of the COO office priorities
• Utilise expert clinical programme and operational experience to lead and deliver projects and programmes on behalf of the COO including ensuring adequate training is in place and developing this where needed.
• To initiate, arrange and chair meetings between COO and Trust senior multidisciplinary staff and programme implementation teams as required.
• To develop and provide an internal COO office development roadmap

Communication and relationship management
• Use highly developed leadership and influencing skills with the ability to enthuse, motivate and involve individuals and teams;
• Deploy expert communication, negotiation and influencing skills to build and maintain excellent working relationships with a broad range of internal and external stakeholders on a range of business sensitive issues, including Clinical and Operational Directors in the Trust, General Managers, local commissioners and partner organisations, driving and challenging each key working relationship to innovate and achieve in accordance with agreed objectives.
• Deal with complex and conflicting subject matter problems or in day to day work including the management of staff and stakeholders within change programmes for successful outcomes.
• Represent the Trust in sensitive and political situations, delivering difficult messages where required to high-level audiences.
• Ensure optimum engagement from staff, colleagues and stakeholders in order to deliver continuous change, securing appropriate buy in, support and understanding and effective flows of information.

Planning
• Responsible for the complex planning for the delivery of programmes of work.
• Formulate and deliver robust plans for Programmes and incorporate into the wider COO office Portfolio plan
• Formulate delivery plans for the programme involving key stakeholders.
• Plan the workload for the team to ensure tasks are delivered, make short term adjustments if required due to staff pressures or workload increase;
• Plan activities around delivery cycles
• Lead on the business planning process for the COO office and its application to service delivery.
• Ensure that robust governance and compliance processes are in place for the implementation of programmes of work
• Regular review and audits of the programmes of work.

Financial and Physical Resources
• Hold budgetary control for a number of programmes ensuring close control of all expenditure in line with Trust policy and Standing Financial Orders, setting standards for the highest levels of financial propriety
• Ensure that effective business justification is presented for allocation of any required capital funding or increase in revenue budgets, developing and presenting business cases to appropriate sub-committees where necessary.
• Ensure there is an annual budget-setting process for programmes and that there is regular monitoring and reporting of performance against budget throughout the year, including Expenditure, Income, Cash and Cost Improvement Plans;
• Hold accountability and sign off for all initiation, implementation and close of projects and initiatives;
• Constantly strive for value for money and greater efficiency in the use of the budget and ensure that they operate in recurrent financial balance year on year.

Staff Management and training
• Ensure there is clear professional and managerial leadership within the COO office through the coaching and support of senior managers, in order to creating a cohesive team that is skilled, effective, engaged and highly motivated, that is able to deliver the service requirements;
• At all times promote an open, impartial, transparent and accountable culture within the COO team where lessons are learnt and widely implemented across the office;
• Model a collaborative style of working, negotiating with others to achieve the best outcomes and embedding this approach in delivery of own service;
• Transfers expertise and knowledge as appropriate, regarding programmes delivery issues throughout the team including developing and delivering formal briefing/training to promote innovation;
• Be responsible for team training and development for all staff within the COO team setting standards and ensuring team adherence to those standards.

Information Management
• Manipulate data and/or run and collate reports or other documentation as required for the COO;
• Ensure that all generated documentation is fit for purpose, accepted and retained in line with COO office processes;
• Input data into spreadsheets, Word documents or PowerPoint presentations, ensuring accuracy and adhering to style guides/templates;
• Ensure there are effective systems of governance across programmes
• Provide formal reporting to the COO

Physical skills
• Advanced use of Microsoft Office
• The post holder is required to follow Trust policies and procedures which are regularly updated
