Summary


An opportunity has arisen within the ICB Transformation Directorate for either a 12 month or fixed term secondment to the role of Head of the End of Life, Long Term Conditions and Frailty Portfolio.

The Head of Portfolio role is responsible for developing and delivering major areas of the ELF Portfolio programme and transformation, working closely with the SRO and Portfolio Director and all system partners to meet the healthcare needs of the ICB’s populations.

The post holder will be responsibleforthedevelopmentandimplementationofamajorareaoftheICB’sstrategiccommissioning/transformation activityandthedevelopmentanddeliveryofservice transformationplans,delivery plans,business plans,policyandstrategy forthisareaofcommissionedactivity.

Thepost-holderwillworkcloselywiththePortfolio Directortoagreeprioritiesfor delivery,whichincludeslocaldeliveryofStaffordshire and Stoke on Trent -widestrategicobjectivesaswellas localpriorities.



WorkingcloselywithICBclinicalcolleagues,GPsandotherprimarycarecontractors, the postholderwillberesponsibleforthestrategic,operationalandprojectmanagementofamajor area(s)ofICBactivityinlinewithlocalstrategiesandplans,particularlythe OperationalPlans, efficiency savings andsystemtransformation.Thepost-holderwillatalltimessupport theorganisationalprocessesformonitoringdeliveryoftransformationalschemesandsupportallstafftodothesame.



Thepostholderwillhaveahighleveloffreedomtoactindependently,includingresponsibility forinterpretinggovernmentandorganisationalpolicyindeterminingbothdaytodayworkand actionsandlongertermstrategicprioritiesinareasofresponsibility,regionallyandnationally. Also,settingstandardsandperformanceindicatorsfornationalandregionalareasof responsibility



ThepostholderwillberesponsibleforcompilingICBbusinessplansanddevelopingstrategy foramajorareaofactivity,ensuringitseffectiveimplementation,thatperformancetargetsandstrategicobjectivesaremetandthattherequiredcontributionstocorporatepoliciesandstrategyaremade.

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB)is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.

Location Home based/hybrid working (most of posts).

Travel on occasions to a Hub location with at least 1 days notice

New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations

Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.

Thepostholder willbeexpectedtopossessandutilisespecialist,indepthknowledge and experienceintheareasofstrategictransformation,contractingandprocurement,service redesign,providermanagement,budgetmanagement and performance management, partnership development/working and the management of staff to deliver the key areas ofresponsibility.
