Summary

Our role is also to provide system leadership across central government in pulling together back office services. Collectively, we help support the Cabinet Office’s priority to drive efficiencies, and reforms that will make government work better, to ultimately provide a better service to the public.

Within GPG, the Platforms, Data and Interoperability (PD&I) directorate provides first-class platforms and services for over 400,000 civil servants, including recruitment, data analysis, skills and learning solutions.


The Senior Data Analyst role will be based in the PD&I Directorate and initially in the Interoperability OneData Programme team. The Interoperability programme includes:

1.Government Skills Campus - enabling the Civil Service to identify skills and learning gaps in order to meet its business needs and helping employees to understand and enhance their skills in order to reach their full potential, by providing easy access to targeted learning and career development opportunities;

2. Staff Transfers / Movers - improving how civil servants move between roles in the Civil Service by delivering a staff transfer service that is fast, simple, consistent and provides an outstanding user experience and

3.Central Employee Identifier & Integration Hub - providing a single unique identifier for every civil servant, connecting data held in different systems and using integration technology to enable data to be shared in a seamless and error-free way

Key responsibilities will be the associated data elements related to these platforms and hubs, such as developing data standards and applying them, managing and overseeing the metadata, and ensuring that the Shared Services for Government Data Strategy principles are adhered to. You will be advising and collaborating with your digital colleagues on data architecture and data modelling, working side by side with our wider team of analysts to resolve data quality issues and supporting the Chief Data Officer to improve our data maturity for the business unit, realising Mission 3 of the government’s Digital and Data roadmap -‘Better Data to Power Decision Making’

We want applicants who are experienced in data analysis, intrigued by what is happening in data management across the world, understand how data can be managed and fully utilised, and how technology products can be used to counter data risks and provide actionable data insights.

As the Senior Data Analyst you will work in partnership with service owners across PD&I in Government People Group to understand how data should be analysed and managed to realise the objectives of the four projects of Interoperability One Data such as: how will the Central Employee Identifier be injected into the data structures in those systems?; how will the Integration Hub deal with sensitive data?; how will the Staff Transfers process make sure data is consistent for CS Jobs?; and what data do we need to realise the vision of the Government Skills Campus and where will we source it from?

As the Senior Data Analyst you will be delivering on these objectives for this high profile programme for the government. You will:

  • lead the formation, implementation, and embedding of data analysis and management frameworks, policies and standards for the Government People Group;
  • implement and establish wider data analysis competencies within the organisation (such as data quality assurance, metadata management, master data management, data modelling, and development of data standards);
  • be responsible for understanding and managing the organisational data risks and issues, and co-ordinating with data owners to accept or resolve them and providing strategic advice on data analysis and management across GPG;
  • support cross-government activity moving towards common data standards, management, governance, and improved data maturity and interoperability;
  • promote a data driven culture, adopting appropriate industry standards and best practice; and support GPG’s Data Management and Governance boards, corporate decision making and reporting structures
