Summary

The purpose of this role is to support the effective management of the Trusts portfolio and will enable the post holder to provide estate intelligence that will inform and develop future infrastructure decisions and improvements across the Trust that will enable the 5 year capital, master planning programs that’s supports the Trust’s overall strategy. This includes the collaboration with the Head of Capital Planning, ensuring the provision of safe, fit-for-purpose environments for patients, staff and visitors which are consistent and aligned to the Trust’s strategic plan and clinical service strategies.

Work with the key Stakeholders to ensure alignment of current accommodation requirements and space is of optimum use that advances but does not impede future estate strategies.

The post holder will also create and develop robust business cases that seek commercial business development opportunities across the Trust estate that advances but does not impede future estate strategies.

The post holder will be responsible for space utilisation the management of databases and for maintaining related information essential to the effective utilisation of space across the estate.

Working in collaboration with clinicians, estates, and finance colleagues, to inform strategic planning that will integrate the design, prioritisation and delivery of the capital programme, accommodation requirements, workplace strategies and agile working.

Support, manage and deliver commercial partnership relations for the Trust that creates business and development opportunities that underpin Trust strategies and informs capital programs.

Develop and embed robust procedure and frameworks of delivery to support capital and portfolio planning including the adoption of change control strategies across an array of workstreams from CAD designs and site floor plans to business development and review processes for accommodation requirements for the hospital campus.

The role requires strong property, business, political and financial acumen to provide pragmatic solutions to deliver strategies that optimise the hospital campus, whilst effectively balancing the interests of Wirral Foundation Trust and the needs of the wider health and social care system.

The post holder will take a leading role to design, procure and implement a structured and standardised space utilisation Information Management System.

The post holder will lead project delivery using appropriate project software and understand leases, licenses and portfolio management.

Responsible for developing projects up until the point of agreed business cases and Initiative approval processes at which point the projects will be handed over to the Head of Capital Delivery for implementation.

Deliver in the role of project manager to lead, scope, design, procure and implement.

Providing project structure and guidance working closely with executive sponsors and be responsible for leading the definition, design and delivery of a project(s) through

engagement and collaboration with multiple stakeholders and teams.

Prepare, manage and update project plans, track and report progress against the plan.

Identify and manage project dependencies and interdependencies between other projects and programs and the broader business.

Identify, manage and monitor risks and issues.

Develop and nurture relationships with partners and stakeholders including delivery of appropriate communications.

Apply effective change management activity to ensure awareness and adoption of change and usage of new systems and processes.

Manage escalations as required to ensure the plan remains on track.

Initiate extra activities and management interventions wherever gaps are identified, or issues arise.

Carry out progress reporting for the project/function at regular intervals in line with defined governance.

Manage project budget (Cost / Benefits) on behalf of the programme manager and or sponsor.

Lead the administrate of a space resource booking system and have full responsibility for maintaining related occupancy, utilisation and void data as a single source of truth.

Provide training sessions for database users and create training manuals and act as the main point of contact for all related queries.

Develop and nurture relationships with partners and property owners.

Regularly review new industry capability and new system functionality and propose changes to any systems where benefits can be realised.

Ensure regular engagement with all capital projects team members to maintain data on disposal or acquisition of properties, changes to the estate from capital development and changes in space occupancy or demises of leased out space.

Provide monthly report outputs from the database applications on space utilisation and functional suitability.

Knowledge and experience of managing space utilisation in a complex organisation.

Lead the team’s continuous improvement programme, based on the collection and analysis of data.

Lead post-occupancy evaluation and stakeholder engagement sessions ensuring feedback is reflected in the standards documentation as appropriate.

Provide a vital link between the Estates team and wider group on technical and performance improvement matters. Sharing best practice.

Act as an Ambassador for the Trust through professionalism, knowledge and a proven track record of delivery of projects.
