Summary


The Lead Nurse provides management and leadership across the four OUH NHS FT sites, for inpatient and outpatient pain services.





· In conjunction with the Clinical Director, Divisional Director of Nursing and Directorate Manager the post holder will work across organisational boundaries to ensure appropriate services are in place to deliver national and local, strategic, and operational services objectives and standards.

· The Lead Nurse is responsible for ensuring the efficient and effective day-to-day running of the clinical service, delivering on key quality, performance, workforce and financial plans, achieving key service improvements within the Clinical Directorate, line managing designated staff and reporting to the Clinical Director.

· The post holder will provide professional and management leadership in order to achieve the Trust’s corporate objectives and will be expected to make a positive contribution to the delivery of health care through inpatient and outpatient activity across the local health community.

Clinical and Professional Leadership



· To provide guidance, support, and professional leadership to all nursing staff.



· To be highly visible, approachable and to be available to respond to all service users and the public maintaining open and honest communication channels.



· To monitor clinical standards and evaluate patient care, ensuring practice is safe and evidence-based, and that clinical guidelines and care pathways are developed and implemented in line with local and national guidance.



· To promptly escalate concerns to Directorate and Divisional colleagues regarding quality of professional practice including patient safety, clinical effectiveness, and patient experience.






· To encourage communication with patientsrelatives/carers, and staff and through observations of practice and monitoring of standards. To ensure the maintenance of an optimal environment for patient care



· Ensuring standards of care are of a high quality and implementing appropriate action if standards are suboptimal.



· Clinically accountable for clinical service delivery, collaborating with clinical leads, operational service management, divisional and corporate managers.



· Responsible for development of, and influencing, the implementation of agreed policies and standards, considering the roles and responsibilities of all staff and services.





Service Delivery and Development



· Undertake responsibility for ensuring the safe and efficient nurse staffing levels within inpatient and outpatient services across all sites.



· Contribute to the strategic planning of services across the organisation; identifying future resourcing requirements and ensuring that the service meets contractual and other requirements.



· Ensure the delivery of a responsive, high quality, value for money service within the organisation.



· Achieve patient access standards and activity targets with the available resources.



· Monitor and take action to ensure that all quality, productivity, and profitability targets are achieved.



· Develop services in line with the Trust’s strategic direction in collaboration with Directorate and Divisional Management Team.



· In line with Clinical Directorate and Trust strategy, develop best practice, service modernisation and improvement plans to enhance patient experience and deliver value for money.




· In collaboration with the Clinical Director and Directorate Manager facilitate change within and across organisational and professional boundaries.



Business Planning and Financial Management



· Work with the Clinical Director and Directorate Manager to formulate an effective and viable business plan for the service. Work to ensure that it conforms with the overall Clinical Directorate and Trust business plan; takes account of the demand for services from the Trust, considering local and national trends, and developments.



· To be accountable for delegated budgets and ensure the achievement of financial balance.



· Lead and coordinate where necessary the development and delivery of cost improvement programmes and manage expenditure within the designated control levels.



Performance Management



· To be responsible for the delivery and monitoring of performance against set targets (activity, finance, outcomes, and utilisation) and address variances should they occur to ensure effective delivery of service and standards.



· Responsible for the effective management of workforce establishment control within budget.



· Work directly with the Directorate Manager, Finance Business Partner and Clinical Director regarding financial procedures utilising a balance scorecard approach to provide monthly summaries of financial and activity performance for relevant meetings, highlighting areas of variance.



· Ensure the utilisation of management information systems to support the efficient and effective management of resources against agreed financial and activity targets.



· Work closely with other Senior Nurses to ensure the Trust wide standards and objectives are achieved, and effective management of Trust wide strategies are implemented.





Human Resources Management



· To lead, manage, motivate, and develop staff to maintain the highest level of staff morale and to create a climate within the directorate characterised by high standards of openness.



· Communicate the Trust’s and Directorate’s objectives, future plan and current progress against plans to all staff within the area.






· Ensure the contributions and perspectives of all clinical and other staff are heard, valued and influence management decision making.



· Ensure training and development needs of nursing staff within the area are identified and reflected in the annual business plan.



· Line manages all designated nursing staff in the service in line with the Trust’s HR policies and procedures, providing annual appraisal.



· In conjunction with the Directorate Manager, Clinical Director and HR Business Partner develop local workforce plans, employee engagement and workforce productivity plans to ensure delivery of the Trust’s Workforce Strategy, focusing on enhancing the commitment of staff and optimising workforce productivity and performance.



· Ensure that staff management arrangements within the service are consistent with HR policies and procedures within the Trust and to ensure that good practice in recruitment, appraisal, performance management and other policies are maintained.



· Utilise workforce efficiently and effectively to ensure the structure and skill mix reflects the activity demands and to implement skill mix, staff deployment/changes as appropriate to meet the changing needs of patients within the financial budget.



· Promote equal opportunities for staff and patients in accordance with the Trust’s policies.



Quality, Clinical Governance and Risk Management



· To be highly visible by working clinically across the clinical areas. Be accessible to nursing staff, patients, and the public, ensuring open, honest communication and examining and reinforcing delivery of safe, evidence-based, high standards of care in line with the Trust values.



· Support the development and delivery of the Governance agenda including clinical and non-clinical aspects of care and service; this will include establishing systems to audit and monitor clinical standards ensuring high standards of care that is evidence based and integral to service delivery. At all times involve patients and service users others in developing and enhancing services.



· Carry out regular reviews of incidents, complaints, risk assessments and other multidisciplinary audits across the service and organisation where related to service. Ensure transparency, and that appropriate action planning and follow-up is taken to address and reduce risk, and that learning is disseminated across the organisation.



· Participate in cross directorate and divisional governance committees in order to communicate relevant audit, governance and quality issues, and to disseminate information in order to improve patient care.




· To lead and develop patient engagement and involvement initiatives within the service and across the organsiation relating to pain services.



· To identify and deal efficiently with poor practice or declining standards of care relating to specialty.



· To manage delegated administrative and managerial process i.e., complaints, critical incidents, and safety alerts.



· To be involved in clinical governance forums across multiple specialties, as required. Co-ordinate implementation of PSIRF with clinical leads.



· Analyse, interpretate and compare all information and options in order to formulate an objective review of quality of care.
