Role Purpose:
To manage the Housing Management System replacement project from inception through to delivery, ensuring compliance with Council rules.

Role Summary:

The Housing Management System Project Manager will oversee an 18-month project to replace the Housing Management System in Basildon. This hybrid role involves leading procurement, managing project timelines and budgets, coordinating resources, and ensuring compliance with Council regulations. The manager will liaise with service owners and senior management, conduct training programs, and implement best practices for future operations. Key responsibilities include risk management, post-implementation reviews, and continuous improvement of ICT services. Extensive experience in public sector procurement, housing services, and IT project delivery methodologies is required.

Key Responsibilities:

Deliver the HMS project on time, within budget, and to quality standards.
Lead procurement activities to purchase the appropriate product for housing services.
Maintain knowledge of housing services to address relevant design questions.
Conduct post-implementation reviews to identify further benefits.
Prepare detailed project plans, track activities, and report to stakeholders.
Liaise with service owners and senior management to meet project requirements.
Coordinate resources and clarify expectations for project tasks.
Implement a comprehensive training program with SMEs and contractors.
Ensure project closure and review, recording lessons learned.
Maintain relationships with external contractors for necessary skills and support.
Work with ICT Management to document best practices for future operations.
Drive continuous improvement within the ICT service.
Produce business cases for ICT-related boards.
Identify, record, and manage project risks.
Represent the ICT service and Council at internal and external meetings.
Comply with the General Data Protection Act and Health and Safety procedures.

Experience Required:

Extensive experience in public sector procurement management.
Knowledge of Housing services/Management within a Local Authority or RSL environment.
Proven success in managing large-scale procurement projects.
Experience writing technical specifications for procurement.
Ability to maintain positive relationships with suppliers.
Strong knowledge (minimum 5 years) of Prince II, Agile, or alternative IT project delivery tools.
Knowledge of Risk analysis and mitigation techniques in the public sector.
