Hours per week: 37 Monday – Friday, normal working hours

Role Length: This opening assignment is for up to 10-11 months

The purpose of the role is to provide advice and support to parents, schools and professionals in accordance with the Education Act 1996, regulations, the SEN code of Practice and Hampshire County Council policies and procedures.

Key responsibilities:

The Caseworker has day to day responsibility for the assessment and annual review processes for a set caseload with a locality.
Manage the EHC needs assessment process for a set locality.
The key contact and responsible for carrying out day to day casework, ensuring quality, consistency and the effective prioritisation of tasks for a set number of cases within a locality.
Ensure that all processes and decisions are accurately recorded on the SEN data base and the casework file and that all relevant parties are informed
Ensure that all children have their EHC plans reviewed annually and that, where required, transition plans are completed
Be responsible for approximately 250 children/young people with EHC plans, children undergoing the statutory assessment process and pre-school children with special educational needs.
Be responsible for the accurate recording of information into the SEN Hub, Capita One, Excel and Sharepoint. These operating systems are essential for the management of the EHC needs assessment process – it generates task lists, letters, etc. The data is used for management information reports that are used for statistical returns, performance indicators and strategic planning.
Attend annual reviews, when necessary, acting as the LA representative.
Responsible for compiling information from pupils’ case files for use at panel meetings (fortnightly) and attend to provide information and record outcomes.
Make recommendations regarding the use of/make changes to forms used within the SEN Service.
Deciding on appropriate actions during the assessment, annual review and transport processes or making recommendations to SNOs regarding changes in provision having carried out investigation.
Responsible for the induction of new members of staff within the teams.
Caseworkers attend on average 30 annual review meetings per annum.
On average, Caseworkers receive approximately 45 incoming telephone calls in a working week.
On average Caseworkers receive 100 incoming emails a week.

Qualifications:

Good standard of education, ‘A’ level or equivalent qualifications and/or experience.



Skills & Experience:

Experience of working in similar role within an LA – 12 months minimum ideally longer to experience the whole cycle.
Must be competent to talk about their previous caseloads and experience as well as the statutory process, 250+ caseloads experience
Must have experience in tribunals and preparing packs etc.
Must have experience carrying out 20 week assessment work.
A detailed understanding of and the ability to apply the requirements of the SEN statutory framework (Children and Families Act 2014, The Special Educational Needs and Disability Regulations 2014 and the SEN code of Practice) and Hampshire County Council’s policies and procedures, including those for school transport.
Knowledge of SEN and related matters acquired through training and experience.
A knowledge of the wider issues related to the provision of education services, the maintained school system and social inclusion.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
