Hours per week: 37 Monday – Friday, 8.30am to 9pm

Role Length: This opening assignment is for 2-3 month

City: Bristol, City of Bristol

The successful candidate will be working with Councils (and other stakeholders including telecoms providers) to finalise the Digital Office scheme and co-design the prototype service, resource model and joint workplan, plus governance framework and monitoring arrangements that enable Councils and Combined Authority to have strategic oversight.

The set-up phase will focus on co-designing the Digital Office scheme with stakeholders, setting in place the required resource, coordination functions and joint working arrangements.

Key Responsibilities:

Devise and implement an appropriate timebound delivery plan to set up the Digital Office and deliver the scheme’s objectives, including deliverables, milestones and resource management.
Ensure that the plan’s targets/outputs are met and that delivery timescales, completion, resources and costs are forecast and delivered accurately.
Closely work with and report to the Programme Manager for digital transformation, monitoring and tracking progress.
Develop comprehensive stakeholder engagement plan, with particular focus on stakeholders to be involved in co-design process, then support engagement process to ensure effective communication is maintained throughout set-up phase.
Establish governance arrangements to ensure Combined Authority and Councils have joint strategic oversight aligned to the Committee delegation.
Support creation of a Digital Infrastructure Board including councils and industry, including Terms of Reference and recruiting board chair / members.
Plan implementation of new shared service between MCA and Councils, including transition to new ways of working and onboarding service users.
Identify where external support is required and develop specifications for this work, potentially for procurement.

Qualifications:

Educated to degree level or able to demonstrate equivalent professional experience in a relevant sector.
Professional project management qualification (e.g. APM/MSP/PRINCE2).



Skills & Experience:

Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
Extensive project/programme management experience.
Track record of successful project/programme delivery, governance and resource management.
Experience of local authority/combined authority/government working methods and processes.
Experience of working in a complex stakeholder environment at a senior level.
Working with and advising Technical Leads/Senior Officers.
Excellent planning and organisational skills.
High level of project resource/financial management, including planning, forecasting and monitoring experience.
Partnership working and ability to develop/maintain effective relationships across all levels of the organisation.
Ability to challenge constructively and be solution driven to support others to achieve targets.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
