Summary


The Finance and Planning Directorate in NHS England is looking for talented, diverse, highly motivated people. The Specialised Commissioning Financial ManagementTeamis now recruiting to the Head of Finance, Genomics. We;

· work closely with government to agree NHS funding;

· ensure the NHS lives within its annual budget set by Parliament;

· decide how to distribute the funding to the different NHS services and parts of England;

· support innovative programmes that improve the care and experience of NHS patients or people using NHS services;

· set out the financial and performance priorities the NHS should be delivering each year;

· report how much the NHS has spent on providing services each year;

· explore how the NHS can make the best use of its money;

· look at howspend on building or equipment can improve the care and experience of people using NHS services.

· consider how nationally we use these resources to improve healthcare outcomes, reduce inequality, improve health and support the NHS.

· Excellent communication skills, with the ability to communicate on highly complex financial and operational data and of managing communication in difficult situations.

· A problem-solving, continuous improvement approach to work – with the ability to negotiate with senior staff and resolving issues, and to work within and thrive upon a changing and flexible set of circumstances, identifying and seizing opportunities to help further objectives.

· Experience of developing a strong understanding of business/reporting requirements and financial modelling/analysis to support commissioning and policy decisions; working with business users/ business analysts to define reporting, technical and process requirements.

· Strong technical understanding and knowledge of NHS Finance in relation to National Tariff, other pricing mechanisms and National Cost Collections, and of how data flows through NHS England and how it is structured for reporting use.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

As the Head of Finance, Genomics you will:

· Lead the provision of an effective and efficient finance and information function for genomic services including the phased implementation of a pricing strategy and business plan for genomic testing services.

· Work closely with Genomic Service Providers to design, establish and implement routine cost collection information for both the testing service and the clinical patient-facing service.

· Work closely with the Deputy Director of Genomics and the Chief Scientific Officer (as SRO for Genomics in NHS England) and ensure alignment with the wider NHS England financial and information strategies by working closely alongside the Deputy Director of Financial Management for Specialised Commissioning.
