Summary

These two Grade 7 roles are located in two different but closely linked teams within the directorate and will lead on two distinct areas of DCMS delivery:

Performance Lead: Primarily focusing on internal, corporate delivery priorities and performance management, working on performance data and analysis for the People and Operations Committee. The postholder will also work closely with our StratOps DG to define, implement and monitor key departmental strategic objectives as well as working on new internal project commissions, including managing and reporting on DCMS’ progress on Civil Service Modernisation and Reform. This post will also have line management responsibility for 2 HEOs who work across different performance areas.

Portfolio Lead: This role will focus on the DCMS external delivery portfolio and its performance, overseen by the Delivery and risk Committee, with responsibility for performance management process and strategic analysis of the DCMS major projects portfolio and the department’s delivery narrative. The role supports the management and planning for the DCMS portfolio pipeline and our project pathway - areas that both provide ongoing delivery oversight across all stages of a projects life cycle and help manage its relationship with the DCMS governance framework. This role has no direct line management responsibility, relying on collaborative working and close links with both project teams and colleagues across the centre including our Risk, Strategic Finance, Public Bodies and Project Delivery Centre of Excellence teams. Experience of working within Programme Management Office, Portfolio or Project Delivery is essential for this role.
Both post holders will be expected to develop strong networks across the department and across Government to support our ambitions and be comfortable working with people at all levels including the most senior management team. The roles may sometimes require travel to other offices for in person meetings.

Person specification
The ideal candidate would have the following key skills and experience:

Essential requirements:

An effective communicator with strong interpersonal skills who is comfortable working with people from all levels of seniority
Experience of proactively collaborating with a variety of teams to gather complex data, review and synthesise to create clear narratives for senior stakeholders.
A keen eye for detail and the ability to interrogate and interpret performance data and analysis.
An inquisitive nature with an interest in improving processes, systems, ways of working - proactively solving problems.
Excellent organisation skills and the ability to adapt and work flexibly and responsively in a rapidly changing and sometimes, reactive environment. A self starter, able to work autonomously and as part of a team.
Experience of working within a Performance, Delivery or Strategy Unit, Private Office,Programme Management Office, Portfolio or Project Delivery context.
Desirable skills:

Experience of managing a multi-month publication process of Management Information and performance reports, drawing on input from across the department.
A P3M (project, programme or portfolio) qualification e.g. Prince2, MSP, APM or substantial experience of working on projects and willing to work towards a P3M qualification
