Summary


The Electro-Biomedical Department (EBME) is responsible for delivering complete medical equipment management on behalf of the Trust to include City Road and all Moorfields outreach sites. The post holder will operationally manage the site based EBME team, which delivers medical equipment management, maintenance and repairs and to organise and participate in a programme of outreach site visits to comply with the Trusts Medical devices policy. To contribute to the operation and development of the department at a Trust wide level on matters relating to medical equipment management.

The post holder is the most senior clinical engineer within the department and has day to day operational responsibility for delivering service and support to the Trust.
• Responsible for the day to day management of the engineering team, monitoring performance and service delivery.
• Responsible for the quality of the customer service experienced by the professional users, including clinicians, and all clinical and technical professionals.
• Tasked with helping to manage the EBME budget, this to include cost saving opportunities.
• Responsible for meeting the agreed site based key performance indicators (KPIs) and service level agreements (SLA’s)
• Required to conduct local investigations into the root causes of Clinical or Adverse Incidents.
• Responsible for executing any recalls or safety enhancements issue either by the manufacturers or the National Safety Alert Broadcast System.
• Responsible for providing technical expertise relating to medical devices and the environment in which they are used, for example, liaison with the MHRA, professional users and any other agency or interested party. This will also include judging when to seek expert advice from other specialists and also when to escalate issues.

1. The post is the most senior engineer within the Medical Technology department and has day to day operational responsibility for delivering service and support to the Trust.

2. Responsible for the daily management of the Medical Technology engineering team, supervise, monitoring performance of six senior engineers. This includes recruitment, annual appraisals, training and development.

3. Responsible to conduct local investigations into the root causes of Clinical or Adverse Incidents, executing any recalls or safety enhancements issued either by the manufacturers or the National Safety Alert Broadcast System, MHRA, CAS alerts, FSNs. This will also include judging when to seek expert advice from other specialists and also when to escalate issues.

4. Act as Medical Technology expect for medical device issues including those related to regulation and risk. Provide expert advice on all aspect of medical devices management including procurement, use and servicing to the Trust.

5. Advice on equipment management projects and act as project lead as required.

6. Communicate to individuals’ at all levels, medical technology information which will include policy changes, new policies, guidelines and regulations. Communicate with suppliers and all external bodies as necessary on specialist medical technology matters.

7. Building strong relationships with OEM and suppliers.

8. Plan and organise a range of activities including, Preventative Service, Commissioning, Decommission of medical technology in the trust.

9. Manage contracted out maintenance services for medical technology and be responsible for standards achieved. Work alongside the Head of EBME to co-ordinate contract placement and renewal. Determine individual technology servicing plans – service provider, how often and at what cost.

10. Support R&D evaluation of new ophthalmic devices, including devices which fail to comply fully with existing regulations or standards are inspected, tested and evaluated. Maintain an accurate record of loans/trials/rentals of medical technology.

11. Provide monthly, periodic and yearly operational reports to the head of EBME.

12. Authorised to approve & receipt financial Orders within delegated limits for Medical Technology, ensuring compliance with Trust’s Standing Orders.

13. Represent Medical Technology Department in various Committees Provide reports and technical expertise.

14. Deputy when Head of EBME is away.

15. Ensure the Medical Technology Department meet quality standards. Facilities and practices are of high standards and comply with appropriate national regulations, code of practices, professional guidelines, Trust policies/procedures and any other applicable requirement.

16. Responsible for the Department Database Management including local operation and upkeep. Ensure that proper records are kept and maintained, including technology service histories, financial records and staff training personal information.

19. Maintain own Continuing Professional Development.
