Pay Rate: £43.06. per hour PAYE

Hours per week: 35-37 Monday to Friday, normal working hours

Role Length: This opening assignment is for 11 months

City: Winchester

Hybrid working available for the right candidate

The purpose of the role is to provide support and leadership skills whilst overseeing a design team of engineers, delivering annual programmes of work, including carriageway resurfacing, footway reconstruction, structural drainage and surface treatment schemes within the overall Planned Maintenance Team.

Key Responsibilities:

Using asset management principles manage the identification of proposed schemes then implement engineering solutions through a robust design process to enable efficient delivery.
Undertaking contract audits and approving contract documents and drawings for tender.
Manage the delivery of specific programmes of works ensuring timely supply of task orders, designs and contract documents.
Provide and approve technical support throughout the design and construction process.
Detailed knowledge of all NEC 3 & 4 contracts options, specifications and methods of measurement Decision Making Areas and Approval of Compensation Events and extensions of Time with contractors Working Conditions.
Undertake the duty holder role of ‘Principal Designer’, under CDM 2015.
Plan and programme resources for the design and implementation of annual programmes of planned maintenance works.
Establish agreed solutions with interested parties, which meet engineering and environmental considerations and provide project management throughout the construction period.
Manage, monitor and control progress to achieve completion to recognised County Council standards, policies and procedures within time and budget constraints.
Monitor and manage expenditure on individual schemes and programmes, ensuring timely close down at year end.
Provide advice to designers around scheme budget management around quotes and estimates, as well as agreeing final accounts within budget and programme.

Full UK driving licence.



Qualification:

HNC / HND Civil Engineering (or equivalent).
NEC4 project manager.



Skills & Experience:

Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
Relevant experience in discipline (likely to be an Incorporated or Chartered Engineer).
Knowledge of highway regulation and maintenance strategy.
Detailed knowledge of all NEC3 & 4 contracts options, specifications and methods of measurement.
Practical, technical skills relating to civil engineering procedures.
Excellent proven written and oral communication skills, including customer care experience.
Proven ability to use computer-based information systems to extract, analyse and manipulate technical and other relevant data.
Knowledge of contract procedures, highway design standards and appropriate highway and health and safety legislation.
Fulfil the duty holder role of ‘Principal Designer’ under the CDM 2015 Regulations.
Proven people management skills with evidenced previous experience as you could be overseeing.
Engineers, Technicians and Clerk of Works to ensure efficient and effective delivery of the project’s Works programmes.
Experience working with evolved highways and the complex design solutions required to maintain them.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
