The Capital Programmes & Procurement (CP&P) Division is looking to recruit a Quality & Standards Officer. The Division reports to the Deputy Chief Executive and is responsible for developing and delivering Major and Minor Capital Programmes across the City. The current value of the programme is approx. £200m pa. The portfolio of work is varied and some of our current and previous projects that we have been involved in include, for example, the construction of new schools, large scale solar PV installations, building demolition, repair, maintenance & refurbishment of heritage buildings, school refurbishments, galleries, leisure, and park buildings.

The Quality and Standards Officer role is based in Commercial and Compliance Team, which is one of the teams that sit within the CP&P Division’s Project Management Office (PMO). The Commercial and Compliance Team is responsible for ensuring, through proactive risk and assurance management, that the organisation is protected.

The post holder will support the Commercial and Compliance Manager to:

strengthen and develop standards and procedures that provide assurance and improve project delivery within the CP&P Division.
Reinforce commercial governance structures, activities, and reporting arrangements.
Promote the implementation and maintenance of consistent mechanism for the version control of records to agreed standards, and for the management and quality of all project documentation in a consistent manner.
Assist in developing a quality assurance plan for the business.
Work with the PMO team to continuously improve the way projects are managed through developing and managing project assurance processes across the department.
Communicate with key project stakeholders and support in auditing and analysing the quality of projects delivered within CP&P to improve customer satisfaction.

About the Candidate
The successful candidate will have demonstrable experience of working in quality assurance or auditing, as well as a related quality assurance and/data management qualification i.e. Level 4 Award in Internal Quality Assurance, or similar.

Additionally, you will also have good communication, ICT, administrative, strategic thinking, problem solving, analytical, financial, planning and organising skills, and be able to make effective decisions that will support the management of quality and standards that underpin and enhance project delivery within the service.
