The successful candidate will lead on the Full Business Case (FBC) development for the UK Launch Programme. The role holder will ensure that the FBC is successfully drafted and taken through the approvals processes. This will include coordination of all the relevant approvals through internal and external assurance mechanisms. The post holder will work closely with other teams in the Launch Programme, across the Agency and also across government to support a robust outcome and approval. The post holder will need to develop strong working relationships across UK Space Agency with analysts, finance and commercial colleagues, as well as with stakeholders across the Programme.

The successful candidate may be eligible for a £3,135 pay enhancement subject to having a valid qualification, as well as meeting the other criteria, as defined for the Business Case Manager 4 (G7) role in the Project Delivery Capability Framework. https://www.gov.uk/government/publications/project-delivery-capability-framework-for-civil-servants

The post holder will lead activities to:

  • Develop an FBC strategy for the phase 2 interventions. Balancing the need for approvals at pace and minimising spend at risk whilst recognising any complexity and team resourcing constraints.
  • Be the lead author for the programme’s FBCs ensuring consistency and key messages throughout narrative.
  • Update the programmes integrated assurance and approvals plan to reflect the new FBC strategy – incorporating all UK Space Agency, Department Science and Technology, HM Treasury and Cabinet Office assurance and approval points – including navigating processes for spending at risk.
  • Lead the day-to-day planning, development and stakeholder co-ordination of the business case(s). Challenge assumptions appropriately, ensure correct expertise is leveraged and be responsible for ensuring the business complies with UK Space Agency/ Department Science and Innovation, HM Treasury and Cabinet Office requirements. Use lessons learned from similar projects to inform preparation.
  • Create an engagement plan to consult with and incorporate stakeholder feedback throughout FBC development.
  • Lead engagement with stakeholders to identify, define and quantify business case assumptions to ensure expectations are articulated and met.
  • Devise and provide guidance and advice to teams on the requirements and development of business case, using organisational templates and HM Treasury 5 case model, and design new templates that remain aligned to business need.
  • Lead on adopting configuration management techniques to ensure that the business case retains validity throughout the lifecycle, updating senior leaders as required.
  • Present rationale to senior managers and governance forums, work with key stakeholders to anticipate and mitigate issues and delays.
  • Provide coordination, direction and guidance to a virtual team. Ensure that individual and organisational learning opportunities are fully exploited in order to enhance organisational capability.

The role will sit within the Launch programme Phase 2 development team. The role will also be supported part-time by a SEO role in Launch Directorate.
