Overview of the job

The Senior Commissioning and Partnerships Manager SCPM will lead and oversee regional commissioning and partnership activity ensuring the development of a comprehensive and equitable range of commissioned services to support rehabilitation and resettlement, taking a whole system approach by building local partnerships, joint working opportunities and co-commissioning. They will directly contribute to the delivery of regional reducing reoffending priorities, including but not limited to homelessness prevention, dependency and recovery, health and social care and employment opportunities.

The SCPM will report into the Head of Community Integration, be part of the senior management structure within the Region and provide leadership and management to partnership teams sitting in Community Integration such as homelessness prevention, health justice, and commissioning and partnership teams. The post holder will have sufficient seniority and authority to work with senior and strategic commissioning partners on behalf of the Head of Community Integration.

Summary

The SCPM will be accountable for the oversight of all commissioning arrangements in the region and related partnering with other commissioners, statutory bodies, and stakeholders, leading the development and implementation of the regional commissioning and partnership strategies.

The SCPM will develop and manage key external relationships with statutory partners, including but not limited to the Police and Crime Commissioner, Local Authorities, Health Boards at a regional and sub-regional level, and ensure the full engagement of voluntary and private sector organisations. They will promote, develop, and manage co-commissioning activity with partners to deliver rehabilitative services, with an essential and pivotal role in aligning regional activity with national policy and government regulatory frameworks, ensuring both compliance and best practice.

They will work closely with operational senior leaders and managers, counterparts on a pan-regional basis, national HMPPS commercial, CRS strategy, commissioning, and contract management functions, MoJ policy, finance and legal teams and other government departments to fulfil the duties of this role.
At the discretion of the Head of Community Integration, and decisions about the most effective deployment of and management of the team, the SCPM will be accountable for the management, performance, and development of staff, this will include but is not limited to the Commissioning and Partnership team, the Homeless Prevention team, Health and Justice team, and other relevant teams that may sit within the Community Integration structure.
