Interim Payroll Assistant/Admin – Human Resources

Pay Rate: £20.00 per hour PAYE

Hours per week: 37 Monday – Friday, 8.30am to 5pm

Role Length: This opening assignment is for 3-4 months

City: Newbury, Berkshire

Hybrid working - 2 days a week and 3 days at home. Ideally candidate must be local, to collect IT Equipment and return to the office.

The purpose of the role is to support the payroll function to ensure smooth operation of the payroll and Pensions services to the Council (including Members) and Schools.

Key Responsibilities:

Responsible for processing, amending, and updating the records for new starters, leavers, and existing employees, corporate and schools, using the payroll system.
Responsible for ensuring that all pay queries and errors are resolved in a timely manner.
Calculation and payment of salaries, all allowances, and pay adjustments.
Input of large volumes of data, including timesheets, overtime, expenses, sickness, and unpaid leave.
Processing emergency payments to the employees using the online banking system.
Maintenance of absence records by producing sickness letters informing employees on long-term sickness of reduction of pay and future entitlement, and provision of SSP1 forms.
Processing all HMRC forms, such as new starters checklist, tax codes, and student loans changes, and producing P45s for all leavers
Support the Payroll Manager with system development and testing of system upgrades
Work closely with other services to ensure continuity of reporting and data transfer to payroll.
Assisting the Payroll Manager with completion of all statutory pension returns.
Completing and processing pension forms such as NEST, TPS and LGPS opting out and opting in forms, final pay calculations, APPs and LGS15C forms, and new starter forms.
Updating teachers’ service using teacher pension portal (TR28 form).

Qualifications:

A good level of education, including A-C/9-5 GCSE in Math and English.
Educated to A level standard or equivalent.



Skills & Experience:

Minimum of 12 months recent experience in a similar role, or context a payroll experience.
Experience with computerised systems handling large volumes of data.
Experience of Local Government and Teachers T&Cs.
Experience in completing pension returns.
Experience in administration of a Final Salary/CARE pension scheme ideally within a public sector organisation.
Knowledge of working with ITrent.
Knowledge of legislation affecting payment of salaries and provision of Payroll and Benefits including auto enrolment and GDPR.
Knowledge of both the Teacher’s and Local Government Pension Schemes – employer responsibilities.
Experience of using Microsoft office.
