This is a full-time, permanent role with hybrid working (in the office at least two days a week), and a salary of £58,215 - £63,564 per annum.

The Role:

This role offers a fantastic opportunity to drive forward change and improvement, leading our high profile, well-respected and friendly Strategy, Policy and Performance team. This is a crucial position at the centre of our ambitious council, based in the Chief Executive’s office, and managed by the Assistant Director for Strategy and Engagement.



Your role will involve:

To support the Corporate Leadership Team and Cabinet to drive the strategic agenda of the council through effective priority setting, analysis and insights, and policy and strategy development.
To drive forward and embed effective performance management across the organisation, including through Quarterly Assurance Reports to the senior leadership team, Cabinet and Scrutiny.
To support and strengthen effective planning, oversight and delivery of the council’s strategic and transformation agenda, including monitoring progress and identifying and unblocking delivery issues.
To develop your role as a trusted adviser, partnering with colleagues across the organisation, building trust and credibility and leading on specific, organisational priorities, including key strategies and policies.
To manage the Strategy, Policy and Performance unit and associated budgets, ensuring the unit provides a high quality, responsive and enabling service to support the council’s successful achievement of its vision and priorities, and continuous service improvement.

What we are looking for:

The ideal candidate will be self-motivated and experienced in research and development of policy proposals. You will have a broad knowledge of the key issues and challenges affecting local government and proven experience of developing effective strategies and delivery plans.
You will understand how to use data to manage performance, be able to provide oversight and challenge, and be proficient in the analysis of data and intelligence to develop insights that support operational and strategic decision-making.
The ability to work flexibly, to balance competing priorities in a fast-paced environment, and to get to grips with new policy areas, new systems and processes quickly, is essential.
With excellent communication skills, you will be able to collaborate and communicate effectively with colleagues across the organisation and external partners, providing sound advice and producing a range of high-quality and engaging materials and written reports.
You will be able to motivate and support your teams, and ensure that work is delivered on time and to a high standard. You'll also need to understand the complexities of working in a political environment and be able to appreciate and balance different perspectives.
