Summary

Job objectives and responsibilities

· The post holder has full accountability for leading the delivery of an efficient and effective Business Assurance function. The scope of this role is to provide business assurance to the Centre Manager in line with Home Office and Mitie Policies and Procedures.

· This will include the line management of a team to undertake duties within the function

· The post holder will form part of a roster for senior on call support to the Duty Directors, along with the Centre Manager and other senior posts.



Main duties

The post holder will be accountable for the management of the business assurance function and all staff within this area. This function will include activities within the following areas:

-Centre Business Delivery & Planning

-Performance Management

-Resource Management & Change Management

-Staff welfare

-Audit & Assurance

-Facilities Management





Centre Business Delivery & Planning

-Accountable for the development and completion of the Centre's Service Delivery Requirements in line with the Home Office contract

-Responsible for ensuring information and outcomes on performance and delivery are made available to the Centre Manager within agreed deadlines

-Accountable for the accurate reporting of performance data and for completion of various reports as required by Mitie and the Home Office

-Accountable for the annual production of the Centre business strategy

-Accountable for ensuring that arrangements are in place to support partnership activity within the Centre with the Home Office and associated stakeholders, and support the work of individuals/teams linked to delivery of the contract

-Responsible for the management of budgets devolved by the Centre Manager

-Responsible for supporting the Centre Manager by acting as the single point of contact (SPOC) for information on all partnership working with external service providers and stakeholders including performance management information and contract management oversight of local projects

-To line manage staff members within the function, within areas such as QHSE, FM, Resource Management etc.

Resource Management & Change Management

-Accountable for the strategic oversight and management of the Centre's staffing resource, including all Workforce Planning activities

-Responsible for ensuring the Centre's effective and efficient use of staffing resources including planning and co-ordination to ensure compliance with the contract

-Accountable for liaison with the Care and Custody Training Team regarding initial training courses and completion of mandatory refresher training in line with the contract

-Accountable for developing and delivering effective Staff Engagement and Communication strategies with specialist support from the HRBP team

-To work closely with Mitie colleagues and external stakeholders regarding recruitment and work force planning including operational readiness and mentoring

-To ensure effective partnership working is developed and in place with specialist partners such as HR, Training, IT and Finance, as well as recruitment partners

Audit & Assurance

-Accountable for the Centre's adherence to the contract with the Home Office and other associated Mitie policies

-Accountable for the Centre's Audit and Assurance activities including liaison with Mitie Audit and Assurance colleagues and Home Office compliance teams

-Accountable for the timely reporting and understanding of all the Centre's Key Performance Indicators and assurance reporting

-Accountable for ensuring that robust audit control mechanisms are in place to ensure quality and integrity of internal audit outcomes, through close liaison with the Deputy Centre Manager and operational teams

-Accountable for the development and monitoring of Third Party Action Plans

-Accountable for monitoring the assurance and compliance of the Centre, and providing assurance to the Centre of the position of mandatory outcomes associated with Detention Service Orders and other associated policies

-Accountable for local asset management through the Head of FM

-To act as the designated lead for assurance and quality visits from HMIP and other audit/inspection authorities



Other Duties



The post holder will also be responsible for undertaking some or all other management tasks including:

-Promote Mitie policies and values throughout all areas of delivery

-Manage the Centre's Complaints Process

-Oversee the compilation and regular progress reporting of performance improvement programmes

-Attend relevant meetings and actively contribute either as chair or team member, deputising for the Centre Manager as required

-Responsible for ensuring the defined work areas and associated activities comply with Health and Safety legislation. Ensure all risk assessments are undertaken and staff are made aware of their personal responsibility towards Health and Safety compliance

-Contribute to the preparation of the Centre contingency and emergency plans and ensure implementation when required, including annual review process

-Produce relevant reports as required and ensure that the response to all correspondence are within agreed timescales

-Carry out investigations and administration in relation to incidents of potential discrimination, complaints and misconduct and report on findings

-Deliver and implement projects as directed by the Centre Manager

-Provide leadership and management of the Function. Will have the skills to apply all Human Resources (HR) related policies and practices and be able to carry out all aspects of people management such as Attendance Management, Disciplinary Investigations, Performance Management etc

-Provide leadership and direction for managers and staff within their defined work area through Briefings, building formal and informal relationships and effective communication

-Leads on social value activities within the Centre, including the promotion of volunteering activity amongst staff

-Leading on developing a clear approach to staff welfare, including post incident care





Person Specification

Essential



Experience of working within a custodial environment at senior level and a commitment to providing a safe, decent and secure environment for all

Experience of incident management and resolution at Silver Commander level

Demonstrable experience of performance improvement and management of key performance indicators to enhance service delivery

Knowledge of third party expectations, including but not limited to, HMIP

A demonstrable commitment to Mitie Values and expected behaviours

Commercial acumen including budget management and driving financial efficiencies

Demonstrable experience of line management and supporting/coaching of staff to achieve effective results across a number of functions

The ability to perform well under pressure, and to balance competing priorities

Experience of establishing and maintaining stakeholder relationships at senior level, for the benefit of the contract and service delivery



Desirable



Experience of working within the immigration sector and a working knowledge of relevant policies and procedures

An understanding of QHSE legislation and how this applies to a custodial setting

An understanding of legislation relating to facilities management
