Requirements

To assist with the development of a high quality, efficient and effective Professional Quantity Surveying Service as directed by the Principal Quantity Surveyor all in accordance with the needs and priorities of the Council, relative to work commissions for internal and external Clients.

Responsibilities

To assist the Principal Quantity Surveyor in all aspects of administration of the Quantity Surveying Group delegated by the Design & Construction Team.

To perform all tasks relative to a Quantity Surveying Assistant and take responsibility for cost aspects of allocated projects from inception to completion.

To ensure the timeous provision of appropriate information to the Principal Quantity Surveyor.

To assist with ‘Best Value’ issues relating to the Quantity Surveying Group.

To assist with planning and programming of Capital and Revenue Works as requested, for all Clients.

The Individual

Substantial post qualification experience in a Professional Quantity Surveying Practice.

Appropriate qualifications to ONC/HNC/HND level (or equivalent) in Quantity Surveying.

Willingness to work in a demanding position where a flexible approach is required.

Ability to accept delegation.

Effective organisational and time management skills.

Self-confident and self-motivated.

Knowledge of policies, issues, procedures and practices, relating to the delivery of a Quantity Surveying Service.

Proven experience in electronic production of Bills of Quantities and agreement of interim valuations and Final Accounts.

Good analytical and numerical skills in order to analyse complex financial and operational situations, in order to devise effective solutions and to prioritise remedial actions.

Competent in the use of Microsoft software (particularly Excel and Outlook).

You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car/van.

Effective communication skills (both oral and written) with internal and external stakeholders.

Effective negotiation skills.

Ability to relate well to colleagues, Elected Members and the public.

Carry out survey work of basement, first floor and attic spaces of Council buildings. Carry out site survey work including taking site levels of land to be developed by the Council. Carry out site inspections at ground and roof level on construction projects, including access to scaffolding.

Ability to work in an open plan office/different offices and to work flexibly to meet the needs and demands of the service.
