Summary

The role
We are currently looking to appoint a Housing Renewal Officer. The role will assist in the delivery of the Disabled Facilities Adaptation Service to both private sector and social housing properties by undertaking site visits, inspections and supervision, liaising with customers, contractors and members of the Planning, Building Control, Occupational Therapy Team and Social Services Department.

Qualifications
HNC – Construction and the Built Environment – (working towards or equivalent)

Duties and responsibilities
­- Managing your own Disabled Facilities Grants caseload from initial referral through to completion and to co-ordinate input from all relevant Departments and outside agencies. Provide clear and precise guidance for individual grant applicants to avoid any misunderstandings. To ensure that customers are provided with realistic expectations during initial contacts and are kept well informed of progress as adaptations are progressed
­- Liaise with contractors and external surveyors to achieve an outcome that meets the recommendation of the Occupational Therapists while ensuring best value for the grant budget
­- Ensuring all legislation and policies relating to delivery of grant is adhered in a timely and efficient manner, as may be required in line with service and statutory legal guidelines.
­- Preparing reports, statements, correspondence, briefs, plans, statistics and any other processes necessary for the progression of complex cases
­- Develop close and effective relationships with key external organisations
­- Ensure that the current DFG database is up-to-date in order to provide statistical data for reports, government returns, freedom of information requests and up to date financial monitoring.
­- Provide support and advice to team members particularly on complex cases.
­- Maintaining all IT and paper based records relating to Disabled Facilities Adaptations Service and provide reports and Key Performance Information as required.
­- Consult and engage with appropriate stakeholders to influence developments in policy and to ensure the effective implementation within service areas of corporately agreed policies and procedures
­- Support the Housing Services Team by undertaking site visits and inspections and with technical insight / knowledge across the range of housing functions
­- Actively co-operate with colleagues on cross-cutting corporate projects, initiatives or areas of activity on behalf of the Council as a whole

Person Specification
­- Experience of managing projects and workloads, ensuring successful team working and the satisfactory completion of tasks within an agreed timescale
­- Working knowledge of the relevant statutory and regulatory standards relating to the operation of the Disabled Facilities Grants. (DFG)
­- Experience of delivering adaptations for disabled people/specifying/costing and supervising building works
­- Excellent customer service skills
­- Ability to accurately draft documents
­- Good communication skills, both orally and written
­- Ability to work on own initiative and make decisions within pre-determined guidelines
­- A people person who can show empathy when dealing with elderly and vulnerable members of the public
­- Ability to work under pressure
­- Must be able to work flexibly as part of a team and to meet the needs of the organisation.
­- Excellent IT skills with good working knowledge of Microsoft Office
­- Ability and willingness to demonstrate the council’s values and behaviours
­- Full current driving licence and access to a vehicle for work purposes
