Summary

We want the best for Rutland’s children, young people and families. The Children’s Commissioning and Relationship Development Lead role will focus on developing and quality assuring our portfolio of contracts to ensure they meet the need of Rutland’s children.

This is a new role working across Children’s and SEND/Inclusion services and is an excellent opportunity to ensure our commissioned services deliver the highest quality, aspirational services for Rutland’s children, young people and families.

About You :
• You will be a flexible thinker; enjoy new challenges; have good analytical and communication skills; be able to work individually and as part of a team.
• You will have strong interpersonal skills, a proven ability to negotiate and be good at working in partnership with service providers, children, young people, their parents, and carers to seek more creative and effective ways of working.
• You will be able to work at pace and effectively prioritise competing demands.
• Educated to degree level/NVQ L5 or relevant experience in commissioning services.
• Knowledge of current legislation and policy.
• Experience of re designing, managing and embedding change.
• Able to influence change, negotiate, analyse and take calculated risks.
• Personal and professional credibility and a high level of probity and integrity.

About the role…
As the Commissioning Project Lead you will:
• Review and quality assure existing placements and contracts to ensure value for money.
• Support the directorate management team to identify savings and achieve value for money in relation to placement commissioning across the SEND and Children’s Social Care services.
• Produce key strategic documents such as needs assessments and Market Position Statements.
• Lead fee and price negotiations on an individual and service wide basis.
• Devise new and creative service delivery models for both internal and external providers.

Please note, the post holder will require a full driving licence to drive across the county.
The successful applicant for this post will be subject to an enhanced check by the Disclosure and Barring Service (DBS). The costs for the DBS are paid by us.
