ICT Manager

Annual salary: £67,125 - £70,284

Stirling Council is looking to recruit a passionate and driven ICT Manager to ensure the effective operational delivery of the service, through planning and directing programmes of work for services. Being a key member of a technical team, the post holder will be involved in all aspects of technical service delivery and will be an experienced problem solver providing resolution support to the team.

The post-holder will line manage teams and will be responsible for ensuring services are delivered to the standards required of the Council and meets the business needs of the organisation.

Responsibilities

The Role

Being the strategic lead for ICT

Lead and develop the Council’s technical ICT strategy; information and infrastructure policies, information governance, and cybersecurity within the relevant statutory obligations;

Responsible for cyber security and business continuity;

Providing a flexible, fit for purpose and integrated, ICT function which aligns to strategic priorities;

Ensuring a seamless end to end service including all change management governance;

Develop and maintain the target enterprise architecture aligned to operating standards and procedures for the existing estate and future developments;

Ensure that ICT resources, including external and hosted service, contracts are managed effectively and within budget; and

Actively engage with the national ICT agenda and identify opportunities to collaborate with stakeholders to drive best value for Stirling Council and the wider public sector.

Support Transformation programmes and digital innovation.

The ambitions of this post are:

Modern ICT Service- to create seamless and interactive ICT service which adopts best practices for the delivery of services and the development of the ICT service to support Stirling Council Objectives.

Target Enterprise Architecture Leadership: work to align and reform policy and strategy to support technology innovation, hybrid/ mobile working and enterprise wide business intelligence to support operational service delivery and planning.

Cyber Resilience - Ensure that cyber resilience and business continuity pillars of ICT decision making and planning.

ICT Policy and Governance - Develop and maintain robust information and technology polices supported by robust change management governance and budgeting processes.

Digital Foundation- investment in existing and emerging infrastructure to enable digital transformation. Providing end users with technology that supports service delivery at point of need, including mobile and hybrid working.

Collaborative Relationships – Collaborate with public, private and 3rd party suppliers to deliver improved services and best value for Stirling and the wider public sector.

The Individual

The Person

The post holder will use their extensive knowledge and experience in both Information and ICT to ensure the Council’s Information and enabling technologies help shape change and enable informed decisions based on accurate and timely information. The post holder will also ensure that there is a common approach, connecting effectively with national and sectoral strategies ensuring that the Council and its partners (where appropriate) achieve best value from any investments that are made.

You will be a highly effective communicator and team player, a strategic thinker and experienced manager, who can provide technical support to the team. You will have a proven track record in working collaboratively with others within fast paced environments demonstrating problem diagnosis and resolution experience.

Analytical skills and astute political awareness and understanding are needed, together with a commitment to customer-focused public services. Working with our communities and public, private and third sector organisations, as well as colleagues and teams across the organisation, you will build and develop relationships to deliver improvements for the benefit of all our citizens.

Essential Criteria

Astute political awareness, in both the local and national contexts.

A proven track record of achievement as a senior management level and in driving ICT within a challenging financial environment.

A developed understanding of the issues facing the public sector and a proven track record in thinking innovatively and strategically to deliver effective solutions.

A track record of leading and motivating teams to achieve, setting a culture of Continuous improvement and performance management.

Advanced technical ICT skills and experience of problem diagnosis and resolution within a controlled governance framework.

Experience of delivering transformational change through ICT innovation.

Experience of developing a target enterprise architecture.

Cyber security and business continuity management experience.

A track record in developing ICT policy and procedures.

Proven ability to develop positive relationships with colleagues and partners, using excellent influencing and negotiating skills to provide leadership through challenging situations.

Ability to analyse extremely wide-ranging and complete information and use it to develop strategies and plans.

A track record of forging successful partnerships with a wide range of external bodies, including governmental and non-governmental organisations, the private and third sectors.

Education to degree level or equivalent experience, in relevant subjects (ICT/ Computer Science).

Recognised formal qualifications in a relevant field.
