This opening assignment is for 3 months
City: BRENTWOOD
Hybrid (3-4 days in the office)
Provide strong leadership and direction to staff to enable effective delivery of a responsive, customer focussed Housing Service which covers circa 3000 properties including 470 leasehold properties. Operational management of the Estates Management Service and to lead on the development and implementation of policies, procedures and build a culture to deliver an inclusive, resident focused service with aesthetically pleasing estates that are desirable to live in.
Take the lead on income recovery ensuring residents are supported where needed and relevant action is taken in a considered and data lead approach.
Key Responsibilities


Provide a safe and secure environment ensuring a range of tailored housing and support services are available to enable tenants to maintain their tenancy.
Responsible for ensuring that income recovery is conducted in a fair, reasonable and measured approach in line with the Income Management Policy. To visit tenants/leaseholders in their own homes, if necessary outside working hours, to discuss and secure a reduction in arrears as quickly as possible, and to give advice as appropriate on any financial assistance available.
Drive a culture of service to customers which encourages consultation, continuous feedback and involvement and ensure a range of opportunities are available and accessible to all residents to help them to shape the delivery of future services. This includes co-ordinating and attending meetings as required, ensuring communication and engagement is accessible for all and working alongside colleagues to ensure a consistent approach to resident engagement.
Drive improvement and development within the Leasehold Service ensuring service charges and major works bills are charged accurately and fairly and that section 20 notices are compliant.
Ensure leasehold services are supported with all aspects of leasehold including lease extensions, right to buy and shared ownership.
Approve Mutual Exchanges in accordance with the strict legal guidelines ensuring all relevant documents have been presented and procedures strictly followed.
Ensure that Officers are assessing appropriately, customer’s circumstances and to liaise with all appropriate agencies such as Police, Social Services, CMHT, Job Centre, Benefits agency, Citizens Advice Bureau etc to ensure tenancy sustainment.
Provide strong leadership and effective people management to all staff employed within the Estates Management Team, managing and motivating staff, ensuring all HR, training, development and performance review procedures are successfully implemented to ensure technical and professional competence is maintained.
Ensure an appropriate and focused response to low level Anti-Social behaviour in conjunction with the Anti-Social Behaviour Officer. Action must be realistic, fast and efficient and supported by an effective action plan.
Assist the Property services team in setting the asset management priorities for existing housing stock, actively manage relationships with surveyors to ensure our dwellings, blocks and estates are maintained to a high standard and meets compliance and accessibility requirements where necessary.

Qualifications:


Qualification in Housing Management
Educated to GCSE Maths and English A-C or equivalent
Full UK driving Licence

Knowledge:


Knowledge of the Orchard/MRI Housing Management System.
Knowledge of Leasehold service

Experience:


Substantial experience of working in a Social Housing environment
Practical experience of income recovery and debt collection.
Demonstratable experience of working within a management setting.

Skills & Abilities:


Ability to work within a team.
Ability to compile and maintain accurate casework
Able to work on own initiative, prioritise and manage own casework
Competent in the use of I.T packages, including word, excel and outlook
