Summary

We are looking for experienced Senior Solicitor Regulatory / Contracts and Procurement that will support the Council achieve strategic objectives through the provision of a first class legal service, working as a Business Partner you will work closely with services to scope opportunities and viable transactions from the onset, whether in relation to licensing, litigation or prosecutions you will be classes as the expert and your role will be critical to the success and achievement of directorate priorities.

Leading a small team of lawyers and support staff you will model the values of the organisation and drive service improvements to ensure the department continues to excel and exceed expectations of our internal colleagues.

Initial Duties and Responsibilities:

1. To lead on and undertake all legal work commensurate with the nature of the post.

2. To provide specialist in-house advice, in place of seeking external legal advice from solicitors or barristers.

3. To act as a specialist advocate, to conduct contested hearings of any length, in any appropriate location.

4. To provide strategic, long term advice on both policy and implementation issues.

5. To lead and supervise the Litigation/Regulatory Team in the following areas:

i. Licensing matters, including attendance at licensing committee and sub-committees;

ii. Prosecution matters, including advocacy where necessary;

iii. Common law matters;

iv. Civil litigation matters;

v. Employment matters

vi. Debt recovery matters;

vii. Non-Welfare Judicial Review matters

viii. Such other matters and work types as may from time to time be required.

6. To undertake all work assigned to them in a competent and professional manner.

7. To represent Legal Services in meetings, courts, inquiries and appeals.

8. To provide cover and support for the Solicitors, Barristers and Legal Executives, as required by the Head of Legal Services.

9. To deputise for the Head of Legal Services as and when required.

10. To undertake electoral duties as required from time to time to support Democratic Services.

11. To participate in continuous professional development, as deemed necessary to meet the duties and responsibilities of the post, and to provide training and development of other staff.

12. To carry out all management functions in respect of staff within the Regulatory/Litigation section of the Places Group, leading all advice, guidance and support with case management prior to escalation to Head of Legal Services.

13. To act as the Departmental Business Partner for the Regulatory section of the Places Group.

14. To carry out appraisals of staff in accordance with the Council’s policies in place at the time.

15. To undertake such other duties and responsibilities, commensurate with the grading and nature of the post, as may from time to time be required.

The candidates must have:

Qualified Solicitor, Barrister or Chartered Legal Executive

Substantial experience of complex regulatory matters, covering licensing, employment, and prosecution matters.
Commitment to develop knowledge in other areas of commercial activity.
Proficient in bespoke drafting.
Computer literate with Microsoft Word, Excel and Internet Explorer.
Ability to work unsupervised.
Experience of prioritising and managing own workload.
Experience of developing junior staff.
Experience of the use of time recording and case management systems.
Experience of working in local government.
