Summary

Designated Individual - Temporary Works / Temporary Works Manager

Role overview:

My client is a Leading, National Civil Engineering Contractor that specialises in the following disciplines;

  • Highways & Bridges
  • Geotechnical
  • Coastal, Rivers and Canals
  • Urban Regeneration
  • Rail

Purpose of Job:

Formally appointed by the Managing Director, the Designated Individual is the senior person within the organisation with the responsibility for establishing, implementing, and maintaining the temporary works standard for the organisation.

The successful individual will be responsible for managing the temporary works support function across the business and will be responsible for several temporary works coordinators and supervisors across the business.

This is a new role for the group, and has been created due to planned growth and the award of multiple large contracts and frameworks.

The successful individual will be partly office based, with site visits throughout the companies operational region which spans all of Wales and from Portsmouth to Penzance.

Principal Accountability:

The Designated Individual is accountable for, but not limited to, the following:

  • Ensure that the Temporary Works Standard is implemented across the business.
  • Ensure that the Temporary Works Standard is maintained, compliance with legislation and industry best practice.
  • Appointments associated with the temporary works, principally the Temporary Works Coordinator is undertaken.
  • Ensuring all persons involved in the planning and implementation of all temporary works operate within their level of competency, and mentoring / training provided for those lacking in experience or knowledge.

Detailed responsibilities:

The Designated Individual is responsible for, but not limited to, the following for project (s):

  • Validating the adequacy of external parties' temporary works procedures where the company are not operating as the Principal Contractor or are subcontracting elements of the works.
  • Engagement with the pre-construction team to ensure that the temporary works for all tenders have been fully considered.
  • Assesses and documents the approvals of the Temporary Works Co-ordinator on a project by-project basis.
  • Mentoring of Temporary Works Supervisors lacking in experience or knowledge.
  • Provides support to the Temporary Works Coordinator where required with respect to managing the pressures of the works.
  • Interview Temporary Works Supervisors when medium and high-risk temporary works have been identified to endorse their appointments.
  • On projects involving complex and/or high-risk temporary works, If the TWC is not Chartered, the Designated Individual will assist in reviewing critical temporary work.
  • Ensure that the various responsibilities have been allocated and accepted.
  • Ensuring those undertaking roles of responsibility are suitably competent in terms of knowledge, skill, and experience; and have suitable resource capability to deliver the works.
  • Maintains a contemporary record of all temporary works appointments.

Required experience. knowledge, qualifications, and training.

  • Should be Chartered in a relevant discipline and have extensive temporary works experience.
  • Degree in Civil Engineering / relevant discipline
  • Site Manager Safety Training Scheme (SMSTS) minimum
  • CSCS Professionally Qualified or Manager card
  • Must have successfully completed a relevant temporary works supervisor course.
  • 10 years' experience in engineering principles relevant to the civil engineering industry
  • Conversant across varied construction sectors
  • Effective communication and project co-ordination focus
  • Proficient in IT (Microsoft Office package)

Desirable experience, qualifications, and training:

  • Chartered membership of the Institution of Civil Engineers or equivalent relevant body
  • Knowledge and experience using various BIM packages when working in Network Rail Common Data Environment (ProjectWise, Connect Bentley, AutoCAD, Autodesk Revit, Navisworks, etc.)
  • Previous design management experience
