The Commercial Directorate is a strategic and enabling function that supports all DHSC’s commercial interactions with third parties and supporting ministers in delivering their agenda. Our mission is to ensure that health and care policy is implemented at best value for the taxpayer.

We do this by leading and overseeing the department’s direct commercial activity, implementing commercial policies across DHSC and its arm length bodies, and acting as advisors to the Secretary of State. This role sits in our Commercial Operations team, responsible for category management of all of the department’s direct spend across the full commercial lifecycle.

We are looking for a minimum of four experienced Commercial professionals to come and join the Commercial Operations team. As a Commercial Manager, you will be the lead on a range of procurement and contract management activities. You will work directly with the Department’s policy experts to ensure that commercial solutions are put in place to meet their objectives and use the Department’s e-commercial system (Atamis) to help you to manage your portfolio of contracts and keep on top of your procurement pipeline.

Throughout the commercial lifecycle, the role will involve:

Procurement:

  • Procurement strategy and tender pack development.
  • Management of full procurement process using e-procurement system.
  • Ensuring compliance with government and DHSC policy.

Commercial Contract Management:

  • Complying with departmental toolkit to deliver best practice.
  • Supporting Operational Contract Managers and working in tandem with them to drive delivery and value.
  • Supplier relationship management and more general supplier engagement.

As this is a senior commercial role, you will be primarily responsible for the procurement and contract management of the department’s more complex and strategic contracts. You will be managed by a Commercial Lead and work as part of small team within Commercial Operations as a whole.

The Commercial Directorate is made up of experienced commercial professionals from a mix of private and public sector backgrounds and welcomes applications from people with different experiences and backgrounds. We also understand that not all applicants will have experience across the whole commercial lifecycle, so we welcome applications which demonstrate the required behaviours at any stage.

There is a minimum of four roles spread across the three categories within the Commercial Operations team. Successful candidates will be able to indicate a preference as to which category they would like to work in. Some further detail on these teams:

Digital, Data and Technology – the role will be looking at how we can really drive best value for money through our procurements and contract management within this growing portfolio. Strong contract management skills and experience are vital for this role. The team hold contracts covering everything from the DHSC payroll system to data contracts looking at infant mortality rates, to helping to launch the latest technology in Artificial Intelligence into the NHS. We are also looking at possible aggregation opportunities across the health family to ensure we are driving the best value from our contracts.

Corporate and Clinical Services – the role will support a diverse portfolio ranging from Facilities Management through to the purchase of clinical products, research, and medicines.

Professional Services – this role will deliver procurements and provide contract management support on a portfolio of Professional Services contracts. The contracts range from long-term delivery of research funding programmes, delivery of existing and planned Adult Social Care provision and contracting for contingent labour and consultancy.

You may be eligible for a market pay supplement of either £4,000 if you are a member of the Chartered Institute of Procurement and Supply (fully qualified) or £1,500 if you hold CIPS Level 4 Diploma in Procurement and Supply of above (part qualified). You will be required to provide evidence of qualification.
