Summary

Independent Living Officer

Purpose:
To provide support and specialist knowledge to the service area

Generic Accountabilities
Deliver a specialist aspect of service delivery, which engages customers / stakeholders and enables them to make effective use of the service.

Maintain all required records and information. Analyse and interpret complex information, for input into reports.
Develop specialist documents / materials / activities to support / promote the service area.
Provide advice and guidance to colleagues, customers and stakeholders. Manage escalated or complex customer issues within the specialist area.
Maintain information systems which support the specialist area. Contribute to the development of these systems.
Work closely with others to clarify changing customer / organisational requirements.
Develop good working relationships, develop community links and communicate effectively with internal / external organisations / partners and stakeholders. Represent specialist area internally and / or externally.
Carry out all duties and responsibilities with reasonable care for the health and safety of self and others and report any potential hazards or unsafe practices to line manager.
Ensure the necessary standards relating to safeguarding best practices/protocols are effectively communicated, monitored and maintained as relevant within the scope of this post.
Act in accordance with all policies and procedures which apply to the job and understand the reasons for this.

Job Specific Accountabilities:
Ability to deliver a support and resettlement service to vulnerable council tenants
Effective communication
Effective record keeping and management of case load
Strong I.T skills and the ability to use/train council based systems
Ability to give advice and support on maintaining tenancy and resettlement issues

Knowledge, Skills and Experience - Equivalent to Person Specification.

Experience of working in voluntary or public housing service.

Experience of carrying out risk assessments, writing support plans and protecting vulnerable adults and children.

Experience of giving complex advice on a range of issues face to face to the public.

Experience of coordinating resources and services to assist vulnerable residents.

Experience of having worked effectively under pressure, taken responsibility for making significant decisions and organising and prioritizing own workload.

Experience of liaising and negotiating effectively with other sections/organizations.

Experience of supporting residents claim welfare benefits, apply for backdating claims, sourcing charitable funding for tenancy resettlement and devising household budget plans.

Experience of delivering resident involvement to increase tenant participation.

Experience of fire safety awareness and giving fire safety advice.


Understanding of Housing Management and Neighbourhood Management issues

Awareness of the needs of vulnerable tenants including Safeguarding, self- neglect, support planning and risk management.

Excellent verbal and written communication skills to write own correspondence and reports using IT packages.

Able to promote good resident/landlord relationships.

Delivering excellent customer care to ensure our customers are considered at all times to enable LBWF to meet its customer satisfaction targets.

To uphold and comply with the statutory provision of the Health and Safety at Work Act 1974 and any other relevant legislation or Council Policies and Procedures relating to Health and Safety at Work.

Attend evening and weekend meetings as and when required.

Desirable Criteria
To have a full driving license, have own transport and be willing to use it for work purposes.

The ability to speak another community language.

GCSE English and Maths or equivalent.
