Summary

Corporate Head of Service - ASC - MH

Leadership
As a member of the Corporate Leadership Group, plays a key role in the collective and constructive leadership of the Council, providing the constructive leadership needed to create the conditions for success and working across organisational boundaries
Provides effective project leadership to ensure that cross-cutting and service-related projects achieve desired outcomes
Provides inspirational and constructive leadership to the Mental Well Being Service to ensure high performance within a networked operating model
Facilitates change and innovation, building a working culture that encourages innovative, smart and collaborative working

Commissioning and Performance Management
Commissions services and activities to secure the best outcomes for service users and deliver optimum value for money, in line with the Council’s commissioning and contract management frameworks
Translates internal and external intelligence in order to continually adapt and improve the service in line with demand
Manages the performance of the service, working with colleagues to define outcomes, set targets and monitor performance, within a culture of continual improvement
Develops operational plans that align to strategy, ensuring that the resources within the team are used to best effect and impact
Ensures that the best use is made of financial resources and achieves balanced budgets and income and savings targets, as required.

Customers, Partners and Community
Builds strong working partnerships across the public, private and voluntary sectors to enable the service to be delivered in an outcome-focused and efficient way
Promotes community cohesion and Kingston’s commitment to valuing diversity, ensuring the development and implementation of effective social inclusion
Works in partnership with Members to improve and develop engagement with residents, helping councillors navigate the organisation and signposting them to the right place to resolve issues.

Digital/New Ways of Working
Continually looks for ways to improve and modernise our service to customers, including developing and implementing digital/automated processes and eliminating paper wherever possible.
Champions the use of new technologies, particularly Google, to enable modern working practices to thrive.

Transformation in culture within the mental health services and deprivation of liberty services alongside partner organisations to support staff to have asset strength based conversations with residents and their families which promotes self care and positive behaviour changes that enhance health and well being.
Reduces demand for long term support through developing services to maximise individuals independence and signpost people to networks of support in the community.
Transformation of the relationship between the Council and residents to establish a new offer which focuses on individual and community resilience.
Leads and develops Carer’s support services in Kingston alongside Kingston Carer’s Network.
Delivery of an accessible direct payment scheme that increases people’s choice and control in conjunction with Kingston Centre for Independent Living.
Develops and provides clinical support to social work services in the Kingston community well being services
Leads and develops a Approved Mental Health Practitioner Service which delivers high quality practice standards and consistently for-fills statutory functions.
Manages and develops the Emergency Social Work Service.
Drives innovative demand management programmes alongside commissioning colleagues particularly stepping down demand from residential based services to community based provision such a supported living.
Leads and develops operational services to people with a mental health services and their carer’s and ensure they provide high quality practice standards in respect of duty functions, case coordination and the review of people’s support needs.
Develops with partner organisations and residents service changes and innovation in line with the Mental Well Being Strategy.
Develops integrated approaches with partners and contribute to the development of Kingston Coordinated Care so new models of support are delivered including single point of access.
Manages and accurately projects budgetary commitments and take mitigating actions as required in respect of the mental well being services operational budget for salaries, support in the community including direct payments, supported living and placements.
Manages the mental health panel and make decisions regarding resource allocation in line with ASC policies and best practice standards focusing on supporting people to remain in the community and supported living arrangements. Embedding joint funding and CHC mechanisms with health partners that allocate ongoing funding fairly.
Drives efficiencies in service delivery.
Develops and manages the performance of the mental well being service through developing and maintaining key performance information which is outcome focused, which informs and drives service improvement .
Audits and monitors practice standards in the service which informs and develops the quality of the service. As part of this ensure that the quality of safeguarding work including reports to conferences and reviews within the teams is of high quality with good casework analysis and risk assessment.
Undertakes out of hours duties on a rota basis a part of the senior management team.
