This opening assignment is for 6 months

Hybrid working
Process and determine a mix of planning applications including householder applications, minors and small majors. Previous use of uniform and Idox would be advantageous but not essential.
Take a lead role and assist the Council and its partners to deliver outcomes on major and complex planning applications, provide pre-submission advice, deal with appeal case work in order to secure the best planning outcome. Produce reports which place a strong emphasis on planning policy and provide design guidance. Case work may include effective negotiation of planning performance agreements, calculation of CIL contributions and coordinate associated legal agreements.
Key Responsibilities


Responsible for a case load of larger-scale-complex application types; appeals; associated pre-application discussions and post decision negotiations which might raise significant policy issues or involve major regeneration schemes and business proposals ensuring consistency of procedures and approach, and promoting quality in all aspects of urban design
Responsible for ensuring that planning applications are dealt with according to agreed targets and timescales.
Responsible for the analysis of submitted plans and supporting information, negotiating with consultees, applicants and their agents and answering queries from members of the public and their elected representatives.
Assist in the process of preparing the Council’s evidence for appeals and appear on behalf of the Council at Public Inquiries and/or Hearings as necessary.
Negotiate outcomes that contribute towards the processing of complex planning applications and ensure consistency in procedures and approach.
Provide guidance and assistance in the processing of planning applications within the Teams remit.
Act as a key contact for external organisations and Council Members in respect of the control of and securing sustainable development throughout the district in accordance with adopted policies and service objectives.
Ensure that current local, regional and national planning policies, planning procedures and guidelines are adhered to and applied.
Assist with the checking of reports and recommendations prepared by Planning Officers and Senior Planning Officers for Delegation.
Assist with the management of Delegation reports in order to meet deadlines.

Qualifications:


Appropriate qualification in and or associated with Town and Country Planning.

Knowledge:


Theoretical, practical and procedural knowledge of land use planning and Development Management related matters.
Advanced theoretical, practical and procedural knowledge of land use planning/development management related matters.
Significant awareness of relevant legislation
A grounded-applied understanding of organisational policies, practices and procedures within a corporate framework.
Understanding and ability to apply the principles of National planning policies, circulars and planning Law.

Experience:


Proven case work experience and or training to demonstrate the ability to deal effectively with a range of case work involving complex- major application types including the redevelopment of Brownfield and Green Belt sites.
Evidenced of experience where advocacy, negotiation, research and presentation skills have been applied and when representing a recognised organisation or Local Planning Authority.
Significant experience of complex case work
Significant experience of handling a range of different planning applications
Demonstrable experience of leading planning appeals

Skills & Abilities:


Effective organisation and prioritisation skills with the ability to manage a case load.
Advanced negotiating skills that support professional ability to deliver quality outcomes that contribute towards and maintain efficient/effective Development Management service.
Strong interpersonal skills when dealing with a range of senior stakeholders
Professional report writing and presentation skills.
Keyboard skills, to bulk input data and update/record information accurately.
Ability to deal with a range of complex planning applications
Ability to undertake research, keep up-to-date on Planning Legislation, maintain decision output and respond to the varying demands of the post. Be able to share expertise and knowledge with others.
Ability to work under pressure, maintain a positive outlook, coordinate a varied case load working consistently at a high standard and achieve the required deadlines/targets.Proven ability to use IT packages, commonly associated with Development Management processes, including standard Microsoft office
